NOTICE OF PUBLIC HEARING ON PROPOSED REAPPORTIONMENT OF BENEFITS FOR PROPERTIES BENEFITTED BY THE SCHOOL SECTION LAKE OUTLET CONTROL PROJECT

NOTICE OF PUBLIC HEARING ON PROPOSED REPLACEMENT OF THE ICE BARRIER FOR THE SCHOOL SECTION LAKE OUTLET CONTROL PROJECT AND CORRESPONDING ASSESSMENT OF COSTS

TO WHOM IT MAY CONCERN

Time and Place Notice is hereby given that the Board of Managers for the Clearwater River Watershed District (CRWD) will meet at City Hall located in the City of Annandale, Minnesota, at 6:00 o'clock p.m. on October 19th, 2016, to consider the proposed reapportionment of benefits for properties benefitted by the School Section Lake Outlet Control Project, as well as the proposed replacement of the ice barrier for said Project.
Nature of Proposals The CRWD proposes to reapportion benefits for properties benefitted by the Project in order to account for changes in property configurations over time. Several properties have been split, combined and/or developed, requiring benefits per the Project's original assessment roll to be reapportioned to take these changes into proper account. The proposed reapportionment is available for review at the CRWD office.

The CRWD proposes to replace the current ice barrier with an engineered design that will alleviate safety and aesthetic concerns with the current barrier as well as improve overall Project function and longevity. The design is available for review at the CRWD office.
Proposed Assessment of Cost The total assessment proposed for both the replacement of the ice barrier and the building of the reserve for the Project's ongoing operations is $60,000, to be levied over a five-year period against those properties determined to be benefitted by the Project per the original assessment roll in proportion to the original benefits determination.
Authority The Board of Managers for the Clearwater River Watershed District proposes to proceed under the authority granted by Minnesota Statutes, Chapter 103D, as amended.
Written or Oral Comment Such persons as desire to be heard with reference to the proposed reapportionment and replacement may submit written comments until October 12, 2016, and will be heard at this meeting.
