CLEARWATER RIVER WATERSHED DISTRICT

Board of Managers Meeting

Annandale Middle School

January 12, 2000

 

Regular meeting was called to order at 7:30p.m. by Chairperson Tracy. Manager’s Richard Eckman, Marvin Brunsell and John Tracy were present. Managers’ Roland Froyen and Clarence Klein were absent. Others in attendance were Merle Anderson, Kelly Bergesch, Norm Wenck, Virl Liebrenz, Richard Strutman, and Gene Lotts. Bob Broich arrived at 7:47p.m.

 

Motion #00-1-1: A motion was made by Eckman and seconded by Brunsell to adopt a revised agenda, to include Hidden River Sewer Plan discussion. All Managers voted aye.

 

Motion #00-1-2: A motion was made by Brunsell and seconded by Eckman to accept the December 8, 1999 regular meeting minutes. All Managers voted aye.

 

Motion #00-1-3: A motion was made by Brunsell and seconded by Eckman to accept the January 12, 2000 Financial Report and pay bills. All Managers voted aye.

 

Norm Wenck, CRWD Engineer, discussed the Clear Lake Wetland Treatment System. He recommended that we invite a representative of the US Fish & Wildlife Service to our February meeting to discuss easements and sedimentation pond construction proposals.

 

Richard Strutman and Gene Lotts left at 8:00p.m.

 

Motion #00-1-4: A motion was made by Brunsell and seconded by Eckman to approve and accept the specifications and plan for construction of Hidden River Sewage Treatment Plan developed by Wenck Associates, Inc., including the calling for bids and sending the plan to MPCA for approval. All Managers voted aye.

 

Administrator Anderson updated the status of the Rural Development Grant Application for Clearwater Harbor Sanitary Sewer Project, indicating that USDA has determined that CRWD is structured properly to administer this project and is eligible for receiving USDA Rural Development Grants. USDA will determine at a later date if CRWD is to receive a grant for this project.

 

Administrator Anderson suggested a change of date for the retreat from March 22, 2000 to March 24, 2000 due to Board Member conflicts.

 

Kelly Bergesch and Virl Liebrenz left at 8:30p.m.

 

Motion #00-1-5: A motion was made by Eckman and seconded by Brunsell to amend Motion #99-12-6 by changing the date of the retreat from March 22, 2000 to March 24, 2000. All Managers voted aye.

 

Administrator Anderson provided information to the Board on a wetland near Watkins, Lake Betsy assessment clarifications, the St. Cloud Times editorial, upcoming PCA Feedlot meeting and discussed the proposed February CRWD agenda. Thank-you’s have been sent to 1999 Secchi Disk Program Volunteers.

 

Administrator Anderson distributed the Draft CRWD Plan. This draft plan will be further developed at the March 24, 2000 retreat.

 

Bob Broich left the meeting at 9:00p.m.

 

Norm Wenck, CRWD Engineer, distributed and discussed the 1999 Water Quality Monitoring Report.

 

Motion #00-1-6: A motion was made by Brunsell and seconded by Eckman to adjourn the meeting. All Managers voted aye.
