Board of Managers Meeting

Manager Brunsell called regular meeting to order at 7:00pm. Managerís Virl Liebrenz, Mark Kampa, Marvin Brunsell, Bob Schiefelbein, and Dennis Loewen were present. Others in attendance were Merle Anderson, Kelly Bergesch, Norm Wenck, Rebecca Kluckhohn, Wright County Commissioner Karla Heeter, Jim Peterson and Bob Markstrom of Pleasant Lake Association, Anita Voosen of Lake Louisa, Mike Zieska, David Larson, and Dean Sandberg of Cedar Lake Association, Jerry Finch of Linden Township, Maggie Leach of MPCA, Patti Fowler of DNR, Dan Ross and Bill Connelly of Bass Lake, Andrea Asp of Annandale Advocate, and Kerry Saxton, Andrew Dahlgren, and Gabe Davidson of Wright County Soil and Water Conservation District.
Motion #05-02-1: Kampa, seconded by Loewen, made a motion to adopt the agenda. All Managers voted aye.
Motion #05-02-2: Loewen, seconded by Kampa, made a motion to approve the January 12, 2005 regular meeting minutes. All Managers voted aye.
Motion #05-02-3: Schiefelbein, seconded by Kampa, made a motion to approve the January 26, 2005 Work Session minutes. All Managers voted aye.
Rebecca Kluckhohn, Wenck Associates, Inc, presented the 2004 Water Quality Monitoring Data, historical water quality data, emphasizing the status of Bass, Cedar, and Pleasant Lakes water quality. Following the presentation, Administrator Anderson asked all in attendance to offer their questions and suggestions as to how does the CRWD proceed with 2005 water quality monitoring and water quality improvement initiatives.
Cedar Lake representatives were interested in the cause of an excessive algae bloom in May. Bass Lake representatives requested that the CRWD follow-up on drainage, agricultural erosion, and septic system issues. Pleasant Lake representatives are interested in conducting a lake assessment project and requested CRWD support.
Wright County Soil and Water Conservation District representatives emphasized that Wright County is in the process of creating an ordinance that would designate special waters protection. Additionally, they appreciate the CRWD cooperating with them on their buffer program.
DNR and MPCA representatives indicated a willingness to provide information and assistance in developing a water quality-monitoring plan for 2005.
The CRWD welcomes any and all additional comments.
Representatives of Bass, Cedar, Louisa, and Pleasant Lakes, DNR, and Wright County Soil and Water Conservation District left the meeting at 8:45p.m.
Jerry Finch, Supervisor of Lynden Township, informed the Board that he has received calls from residents on Alder Road indicating their concern of road conditions during spring thaw. Engineer Norm Wenck will contact Kober Construction.

Motion #05-02-4: Liebrenz, seconded by Kampa, made a motion to pay bills. All Managers voted aye.
Norm Wenck, Engineer, indicated that engineering services provided for the Clearwater Harbor Area Sanitary Sewer Project and other activities conducted by Mary Vancura will be charged at a $66/per hour rate. This is a reduction from the $113/per hour rate for services rendered by another employee of his firm.
Maggie Leach and Rebecca Kluckhohn reviewed the TMDL Work Plan status. The Work Plan needs a couple of revisions, and MPCA and EPA approval prior to the signing of contracts.
Kelly Bergesch and Maggie Leach left the meeting at 9:20p.m.
Manager Liebrenz mentioned that recently an alarm light was activated on a lift station in the Hidden River Sanitary Sewer Collector System. No apparent problem was detected.
Motion #05-02-5: Liebrenz, seconded by Kampa, made a motion to purchase exhibitor space at the Annandale Expo to be held in April 2005. All Managers voted aye.
Norm Wenck, Engineer, distributed for the Boardís review a consulting agreement by and between Wenck Associates, Inc. and the CRWD.
Administrator Anderson reviewed the following:
1. Letter from State Representative Larry Hosch congratulating the CRWD as Watershed District of the Year.
2. Distributed copies of the revised CRWD Planned and Unplanned Projects.
3. Distributed Wenck and Liesch proposals to conduct preliminary cost estimate for North Pleasant Lake Wastewater Treatment System.
4. Distributed Wenck cost estimate for North Pleasant Lake Wastewater Treatment System.
5. Explained the bidding assistance cost for Clearwater Harbor Area Sanitary Sewer Project.
Motion #05-02-6: Schiefelbein, seconded by Kampa, made a motion to adjourn the meeting. All Managers voted aye.
