Board of Managers Meeting
March 9, 2005 - 7:00pm
Annandale Middle School, Annandale, MN
Manager Brunsell called regular meeting to order at 7:00pm. Manager’s Virl Liebrenz, Mark Kampa, Marvin Brunsell, Bob Schiefelbein, and Dennis Loewen were present. Others in attendance were Merle Anderson, Kelly Bergesch, Norm Wenck, and Jerry Carter.
Motion #05-03-1: Schiefelbein, seconded by Liebrenz, made a motion to adopt the agenda. All Managers voted aye.
Motion #05-03-2: Kampa, seconded by Liebrenz, made a motion to approve the Consent Agenda. All Managers voted aye.
Manager Kampa distributed Orenco sewage treatment information, indicated that Lake Augusta will be requesting continuance of the assessment for milfoil treatment, and informed the Board that the Lake Augusta Property Owners Association will request CRWD assistance in the cleanout of the channel on Lake Augusta.
Motion #05-03-3: Liebrenz, seconded by Kampa, made a motion to pay March bills. All Managers voted aye.
Motion #05-03-4: Loewen, seconded by Liebrenz, made a motion to authorize staff development of an ad to be placed in the 2005 Edition of the “Annandale Summer Guide” at a cost not to exceed $225. All Managers voted aye.
Motion #05-03-5: Loewen, seconded by Liebrenz, made a motion to authorize signature of the March 9, 2005 Wenck Associates, Inc. contractor agreement. All Managers voted aye.
Administrator Anderson reviewed the following:
1. Kober Construction Bond ready for signature.
2. Clearwater Harbor Roads Grading.
3. Clearwater Harbor Residents Request for Septic Tank Pumping Denied.
4. MPCA Award for sewage treatment system performance.
Manager Brunsell informed the Board that the print received as recognition of the 2005 Watershed District of the Year in Minnesota would be placed in the Annandale Middle School Board Room.
Norm Wenck, Engineer and Administrator Anderson reviewed the 2005 Water Quality Monitoring Plan.
Motion #05-03-6: Liebrenz, seconded by Kampa, made a motion to authorize the 2005 Water Quality Monitoring Plan at a cost not to exceed $16,600 and to transfer $7,000 from the General Fund to the Data Acquisition Fund. All Managers voted aye.
Norm Wenck, Engineer, as requested by the Board of Managers, reviewed his suggestions for preventing phosphorus from leaving Swartout Lake and entering Cedar Lake. Those suggestions are:
1. Control structure with chemical alum or other chemical treatment to remove phosphorus in the outflow from Swartout.
2. Consistent alum treatments to Swartout Lake.
3. Review control structures and impoundments for removal of phosphorus.
At a later date the Board of Managers will request a plan to prevent phosphorus from getting into Cedar Lake.
Motion #05-03-7: Liebrenz, seconded by Kampa, made a motion to authorize a Citizenship Dinner in May featuring the Swartout and Cedar Lake areas. All Managers voted aye.
Manager Brunsell suggested that CRWD develop a power point presentation for the 2006 Annandale Expo.
Manager Loewen indicated that the Lakes of Fairhaven Development Erosion Control Measures need attention. He also indicated that he had attended the Meeker Chapter, Pheasants Forever meeting and they are willing to partner with the CRWD on some activities.
Motion #05-03-8: Kampa, seconded by Liebrenz, made a motion to adjourn the meeting. All Managers voted aye.
