Board of Managers Meeting

April 13, 2005 - 7:00pm

Annandale Middle School, Annandale, MN

 

Manager Brunsell called regular meeting to order at 7:00pm. Manager’s Virl Liebrenz, Mark Kampa, Marvin Brunsell, Bob Schiefelbein, and Dennis Loewen were present.  Others in attendance were Merle Anderson, Kelly Bergesch, Norm Wenck, Wright County Commissioner Karla Heeter, Russ Pearson, and Jerry Carter.

 

Motion #05-04-1: Liebrenz, seconded by Kampa, made a motion to adopt the agenda. All Managers voted aye.

 

Motion #05-04-2: Schiefelbein, seconded by Liebrenz, made a motion to approve the Consent Agenda. All Managers voted aye.

 

Russ Pearson, resident of Hidden River Development, requested elimination of the Hidden River Sewer System Maintenance Fee for two of his three lots identified as PID #1910722540, 542. and 544.

 

Motion #05-04-3: Loewen, seconded by Kampa, made a motion to deny Russ Pearson’s request to eliminate maintenance fees for two of his three lots in Hidden River Development. All Managers voted aye.

 

Russ Pearson left the meeting at 7:27p.m.

 

Motion #05-04-4: Kampa, seconded by Loewen, made a motion to pay March bills. All Managers voted aye.

 

Motion #05-04-5: Liebrenz, seconded by Schiefelbein, made a motion to amend Kelly Bergesch‘s contract to $25/hour salary retroactive to January 1, 2005. All Managers voted aye.

 

Norm Wenck, Engineer, reported that installation of service lines in Clearwater Harbor Area Sanitary Sewer Project began the week of April 4, 2005, with the expectation of completing 15-20 service lines per week. Road restoration will take place at appropriate times based on weather conditions and construction activities.

 

Motion #05-04-6: Loewen, seconded by Liebrenz, made a motion to not reimburse Kober Construction for tree removal. The CRWD will provide property owners with a sign-off form to allow for  septic tank abandonment in place rather than tank removal, with the reduction in cost to Kober Construction to be reimbursed to the project. All Managers voted aye.

 

Motion #05-04-7: Liebrenz, seconded by Kampa, made a motion to approve five grinder pumps at a total cost of $25,000, pump for Lyle Johnson (not to exceed $500), pump for Jeremy Sivula (not to exceed $300), and culverts at David Reed and Tom Sadler’s properties (estimated cost $2,500).  All Managers voted aye.

 

Motion #05-04-8: Liebrenz, seconded by Kampa, made a motion to authorize a change order to reflect the intent of Motion #05-04-7. All Managers voted aye.

 

Kelly Bergesch left the meeting at 8:30p.m.

 

Motion #05-04-9: Liebrenz, seconded by Schiefelbein, made a motion to authorize signature of MPCA Joint Powers Agreement, Phase II TMDL for Lake Louisa and Clearwater River. All Managers voted aye.

 

Norm Wenck, Engineer, and Administrator Anderson reviewed the 2005 CRWD Project Inspection Report.

 

Motion #05-04-10: Loewen, seconded by Kampa made a motion to authorize the securing of quotes to perform maintenance activities outlined in the 2005 CRWD Project Inspection Report. All Managers voted aye.

 

Administrator Anderson reviewed the following:

1. Results of Soil and Water Conservation District Meetings’ buffer initiative.

2. MnDOT information regarding Highway 24 construction.

3. Trout Water Quality Report.

4. Clear Lake Property Owners Weed Control Report.

 

Norm Wenck, Engineer, reviewed his monthly engineering budget report.

 

Administrator Anderson indicated that the area of farmland on the north side of Lake Caroline where lime was applied, has been cleaned up.  Erosion control measures have been proposed to the property owner by Stearns County Soil and Water Conservation District staff.

 

Manager Brunsell reported on the Corinna Township Board Meeting that he attended. Discussion at that meeting centered around the CRWD assisting Corinna Township in conducting a septic system inventory on 103rd Street, on the south side of Clearwater Lake. The CRWD Board of Managers suggested that a partnership be established whereby Wright County could provide existing data regarding septic systems, Corinna Township could notify residents and provide other administrative support and some funding, and the CRWD providing the balance of funding needed to conduct the inventory. Wright County Commissioner, Karla Heeter, indicated that she would indicate Wright County Planning & Zoning and Administrator Anderson will contact Corinna Township to develop  roles for each of the partners.

 

Administrator Anderson distributed Clearwater Harbor Area Sanitary Sewer Assessment Information and indicated that Brian Tommerdahl, resident of Clearwater Lake, had requested the CRWD to remove and analyze  core samples in Clearwater Lake near his property. The Board took no action.

 

Administrator Anderson inquired if the Board was interested in having a summer tour. The Board indicated that he should begin working on the details.

 

Motion #05-04-11: Liebrenz, seconded by Kampa made a motion to adjourn the meeting. All Managers voted aye.
