Clearwater River Watershed District Work Session

April 27, 2005 - 6:30p.m.

Stanley’s Restaurant, Kimball

 

CRWD Work Session was called to order at 6:30p.m. by Manager Brunsell.  Managers’ Virl Liebrenz, Marvin Brunsell, Mark Kampa, Bob Schiefelbein, and Dennis Loewen were present.  Also in attendance were Administrator Merle Anderson and Jeremy Sivula.

 

Administrator Anderson distributed a letter that was sent to Russ Pearson in response to his questions regarding maintenance fees for the Hidden River Sanitary Sewer System.

 

Administrator Anderson distributed citizenship dinner invitations to management.

 

Manager Brunsell asked all managers to consider gathering information that would help the CRWD to seek partners, interest, promotion, and establishment of a foundation to fund permanent improvements on various lakes within the CRWD.  A consensus of the managers is to make a decision on this matter after additional information is gathered.

 

Manager Brunsell presented information provided by Wright County Commissioner Karla Heeter and Wright County Planning & Zoning relating to the status of septic systems along 103rd Street in Corinna Township.  Administrator Anderson will review the information to determine the need for onsite inspection of various systems in this area.

 

Administrator Anderson reminded the managers that the CRWD summer tour would be conducted to view and present information on impaired waters within the district.

 

Motion #WS05-04-01: Motion Loewen, seconded by Liebrenz to establish a $5,000 budget for the Enhanced Buffer, Tile Intake Buffer, and Lakescaping Initiatives. All Managers voted aye.

 

Motion #WS05-04-02: Motion Schiefelbein, seconded by Kampa to increase by $12,500 the budget for the CRP Buffer Incentive and reduce the Special Project balance by $17,500. All Managers voted aye.

 

Motion #WS05-04-03: Motion Loewen, seconded by Liebrenz to establish Policy #2005-1, dated 4/27/05, that allows for incentive payments to agricultural producers to participate in the Enhanced CRWD Buffer Program, lakeshore owners to participate in the CRWD Lakescaping Incentive, and agricultural producers to participate in the CRWD Tile Intake Buffer Incentive. All Managers voted aye.

Motion #WS05-04-04: Motion Loewen, seconded by Kampa to revise Kevin Wittrock’s contractor’s agreement to allow for a $17.50 hourly rate for labor. All Managers voted aye.

 

Motion #WS05-04-05: Motion Loewen, seconded by Kampa to deny Kober Construction Change Order #5. All Managers voted aye.

 

Jeremy Sivula arrived at 8:30p.m.

 

Motion #WS05-04-06: Motion Loewen, seconded by Liebrenz to require Wenck Associates, Inc. to reduce their budget for the Clearwater Harbor Area Sanitary Sewer Project by $20,000, based on the fact that grinder pumps are needed at 261 and 309 Alder Road and 493 and 503 Beachwood Road. All Managers voted aye.

 

Motion #WS05-04-07: Motion Liebrenz, seconded by Loewen to authorize signature on Kober Construction Change Order #4.  All Managers voted aye.

 

Motion #WS05-04-08: Motion Liebrenz, seconded by Loewen to adjourn. All Managers voted aye.
