Board of Managers Meeting

June 8, 2005 - 7:00pm

Annandale Middle School, Annandale, MN

 

Manager Brunsell called regular meeting to order at 7:00pm. Manager’s Virl Liebrenz, Mark Kampa, Marvin Brunsell, Bob Schiefelbein, and Dennis Loewen were present.  Others in attendance were Merle Anderson, Kelly Bergesch, Norm Wenck, Lori Waataja, Rolf Hogan, Darrel Hedlund, and Jerry Carter.

 

Motion #05-06-1: Loewen, seconded by Liebrenz, made a motion to adopt the agenda. All Managers voted aye.

 

Motion #05-06-2: Schiefelbein, seconded by Liebrenz, made a motion to approve the Consent Agenda. All Managers voted aye.

 

Norm Wenck, Engineer, reviewed the Kober Construction, Inc. pay request and status of the Clearwater Harbor Area Sanitary Sewer Project.

 

Lori Waataja, resident of Clearwater Harbor, requested that a grinder pump and sump be installed to replace the existing lift station at her residence as part of the Clearwater Harbor Area Sanitary Sewer Project. Administrator Anderson explained the details of the installation and suggested that due to the depth and proximity of the existing lift station to the basement wall of the house, that Lori contribute $300 towards the cost of installation.

 

Motion #05-06-3: Kampa, seconded by Liebrenz, made a motion to install a grinder pump at 219 Alder Road, Lori Waataja‘s residence with the property owner contributing $300 towards the cost of installation.  All Managers voted aye.

 

Lori Waataja, Rolf Hogan, and Darrel Hedlund left the meeting at 7:47p.m.

 

Motion #05-06-4: Loewen, seconded by Liebrenz, made a motion requesting Administrator Anderson to review with Kober Construction, Inc. specifications for restoration as it relates to Clearwater Harbor Area Sanitary Sewer Project. All Managers voted aye.

 

Motion #05-06-5: Schiefelbein, seconded by Loewen, made a motion to authorize Change Order #9, installation of two manhole/infiltration rock bed devices in the Clearwater Harbor Area Sanitary Sewer Project.   All Managers voted aye.

 

Motion #05-06-6: Schiefelbein, seconded by Loewen, made a motion to authorize Administrator Anderson to contract for construction of two concrete pads and one blacktop driveway as part of the Clearwater Harbor Area Sanitary Sewer Project. All Managers voted aye.

 

Motion #05-06-7: Liebrenz, seconded by Schiefelbein, made a motion to pay bills. All Managers voted aye.

 

Motion #05-06-8: Liebrenz, seconded by Loewen, made a motion to establish a $6,310 budget for 103rd Street Septic System Inventory. Funds will be transferred from the 2005 Special Projects Budget. All Managers voted aye.

Norm Wenck, Engineer, distributed information regarding copper sulfate treatment, curly leaf pondweed control, and a Cedar Lake drainage area diagram explaining elevations, phosphorus movement, and other water quality information relating to the Cedar Lake area.

 

Administrator Anderson reviewed the following:

 

1. 103rd Street Septic System Inventory has been completed. The information will be explained at a later date at a Corinna Township meeting.

2. Legislation regarding Manager per diem allowable increased to $75/meeting.

3. Cedar Lake Subshed List of 17 Potential Water Quality Improvement Initiatives.

 

Manager Kampa reported that the eight acres of proposed buffer on the Triplett Property is in the Pleasant Lake drainage area.

 

Manager Kampa requested that the CRWD establish a project account for channel cleanout funding on Lake Augusta. Lake Augusta residents, Lake Augusta Association, and funds requested from the CRWD would provide funding of this account. Administrator Anderson will research the proper procedure to establish this fund.

 

Motion #05-06-9: Liebrenz, seconded by Schiefelbein, made a motion to adjourn the meeting. All Managers voted aye.
