Board of Managers Meeting

August 10, 2005 - 7:00pm

Annandale Middle School, Annandale, MN

 

Manager Brunsell called the regular meeting to order at 7:02pm. Managerís Mark Kampa, Marvin Brunsell, Bob Schiefelbein, and Dennis Loewen were present. Manager Virl Liebrenz was absent. Others in attendance were Merle Anderson, Kelly Bergesch, Norm Wenck, and Jerry Carter.

 

Motion #05-08-1: Schiefelbein, seconded by Kampa, made a motion to adopt the agenda. All Managers voted aye.

 

Motion #05-08-2: Schiefelbein, seconded by Loewen, made a motion to approve the Consent Agenda. All Managers voted aye.

 

Motion #05-08-3: Loewen, seconded by Kampa, made a motion to authorize Change Order #10, Clearwater Harbor Sewage Treatment Project #02-1 in the amount of $9,122.85. This Change Order is on file in the District Office.  All Managers voted aye.

 

Norm Wenck, Engineer, reviewed pay estimate #9 from Kober Construction as it relates to Clearwater Harbor Sewage Treatment Project #02-1. He also indicated that the blacktop patching has been completed but not billed, a small amount of sod is yet to be placed, the Hidden River trail that was disturbed during the construction project needs to be graveled, and five property monuments need to be replaced in the project area.

 

Discussion was held regarding shouldering of Beachwood Road blacktop. When additional information is received, managers will be contacted for their consideration.

 

Norm Wenck, Engineer, reviewed the proposed fish trap concept to be considered in the Cedar Lake area.

 

Administrator Anderson indicated that the septic system survey on Monroe Street and Montgomery Avenue in Southside Township has been completed. The report will be presented to the Southside Township supervisors and residents soon.

 

Manager Brunsell reviewed the 2006 Proposed CRWD General Fund Levy, the 2006 Special Review Fund Assessments, Capital Project Maintenance Funding needs, and the Notice of Public Hearing.

 

Motion #05-08-4: Loewen, seconded by Schiefelbein, made a motion to pay bills. All Managers voted aye.

 

Motion #05-08-5: Schiefelbein, seconded by Kampa, made a motion to authorize Wenck and Associates, Inc. to review Kimball wastewater treatment plans as they become available.  All Managers voted aye.

Norm Wenck, Engineer, distributed information regarding wastewater treatment plans for Wandering Ponds Estates.

 

Motion #05-08-6: Loewen, seconded by Kampa, made a motion to accept Wandering Ponds Estates sewage treatment design provided by MSTS (Bernie Miller) with acceptance of ownership of the collection and treatment portion of the system pending as built recommendation by Wenck Associates, Inc.  All Managers voted aye.

 

Motion #05-08-7: Kampa, seconded by Loewen, made a motion to authorize Manager Brunsell to sign DNR Aeration Permit Re-application. All Managers voted aye.

 

Motion #05-08-8: Loewen, seconded by Kampa, made a motion to reaffirm September 14, 2005, 7pm as the date and time for the 2006 Proposed Budget Hearing. All Managers voted aye.

 

Administrator Anderson informed the Board of the following:

 

1. Board of Managers Tour Clearwater Harbor Construction Site 5:30pm, September 14, 2005.

2. CRWD offer to assist the city of Annandale in seeking sewage treatment initiatives.

3. Request by Clint Elston to present information to managers regarding sewage treatment.

4. Offer Lake Augusta and other lake associations a page on the CRWD website.

 

Motion #05-08-9: Schiefelbein, seconded by Loewen, to authorize Wenck and Associates, Inc. to review MnDOT water conveyance proposals on State Highway #24 Reconstruction Project and provide CRWD input during final plan development for that construction. All Managers voted aye.

 

Motion #05-08-10: Schiefelbein, seconded by Kampa, made a motion to adjourn the meeting. All Managers voted aye.
