Clearwater River Watershed District Work Session
August 24, 2005 - 6:30pm

CRWD Work Session was called to order at 6:30p.m. by Manager Brunsell. Managers’ Virl Liebrenz, Marvin Brunsell, Mark Kampa, and Bob Schiefelbein were present. Manager Dennis Loewen was absent. Also in attendance were Administrator Merle Anderson, Jeff Burkhardt, and Lee Worden.
Jeff Burkhardt, Burkhardt and Burkhardt Ltd, CPA, distributed and reviewed the 2004 CRWD Audit Report.
Motion #WS05-08-01: Motion Liebrenz, seconded by Schiefelbein, to receive the 2004 CRWD Audit Report, to designate annually restricted funds from cash and investments in proprietary funds, and to include all special revenue budgets in the 2005 Audit Report. All Managers voted aye.
Motion #WS05-08-02: Motion Schiefelbein, seconded by Liebrenz, to indicate changes to the CRWD’s original budget using the format dated 8/19/05 which is attached to these minutes. All Managers voted aye.
Jeff Burkhardt left the meeting at 8:10pm.
Manager Brunsell discussed the process for lake associations wishing to establish an account with the Central Minnesota Community Foundation.
Administrator Anderson discussed water quality improvement measures in the Cedar Lake drainage area. Discussion centered around having the Cedar Lake Conservation Club pursue sodium chloride and curly leaf pond weed treatments as an effort of their club. Preliminary consensus of the CRWD Board of Managers is to have the CRWD establish location for and construct a fish trap with the Cedar Lake Conservation Club providing fish removal from the trap. Discussion also included the need to continue pursuing feasibility of alum or ferric chloride treatment of surface water prior to entering Cedar Lake.
Lee Worden left the meeting at 8:30pm.
Motion #WS05-08-03: Motion Schiefelbein, seconded by Liebrenz, to authorize payment of $5,630 to L&L Construction for blacktopping. All Managers voted aye.
Motion #WS05-08-04: Motion Kampa, seconded by Schiefelbein, to purchase with Clearwater Harbor Area Sanitary Sewer Project Funds 50 3-lb bags of Premium Sunny Mix grass seed for distribution to residents of the project area. All Managers voted aye.
Motion #WS05-08-05: Motion Kampa, seconded by Liebrenz, to authorize OTS Construction of Annandale, Minnesota to proceed with shouldering of Beachwood Road at a cost not to exceed $3,850. All Managers voted aye.
Administrator Anderson informed the CRWD Board of Managers that at 5:30pm, September 14, 2005, managers are to meet at Annandale Middle School for a tour of the Clearwater Harbor Area Sanitary Sewer Project or, if more convenient, meet at Manager Virl Liebrenz’ residence at 5:45pm.
Administrator Anderson reviewed the following:
1. September 14, 2005 Public Hearing
2. Delinquent Accounts
3. Subject Matter to be included in letter to residents of the Clearwater Harbor Area Sanitary Sewer Project
4. Administrator Anderson volunteered to facilitate budget hearing for the South Two River Watershed District
5. CRWD received letter from Bob Broich requesting restoration of trail in Hidden River
6. Administrator Anderson has provided legal descriptions requested by insurance provider
Motion #WS05-08-06: Kampa, seconded by Liebrenz, to amend Administrator Anderson’s contract with the District to $32.50/hour. All Managers voted aye.
Motion #WS05-08-07: Motion Liebrenz, seconded by Schiefelbein, to adjourn. All Managers voted aye.
