Board of Managers Meeting

October 12, 2005 - 7:00pm

Annandale Middle School, Annandale, MN

 

Manager Brunsell called the regular meeting to order at 7:00pm. Managerís Virl Liebrenz, Marvin Brunsell, Bob Schiefelbein, Mark Kampa, and Dennis Loewen were present. Others in attendance were Merle Anderson, Kelly Bergesch, Norm Wenck, Wright County Commissioner Karla Heeter, and Jerry Carter.

 

Motion #05-10-1: Schiefelbein, seconded by Liebrenz, made a motion to adopt the agenda. All Managers voted aye.

 

Motion #05-10-2: Liebrenz, seconded by Kampa, made a motion to approve the Consent Agenda. All Managers voted aye.

 

Motion #05-10-3: Schiefelbein, seconded by Liebrenz, made a motion to adopt Amendment #2, Clearwater River Watershed District Rules, as it relates to charges for services.  All Managers voted aye.

 

Administrator Anderson reviewed a letter from Attorney Todd A. Kelm, who is representing Russ and Jeanne Pearson. The letter concerns CRWD billing procedures. Administrator Anderson will follow-up.

 

Motion #05-10-4: Liebrenz, seconded by Kampa, made a motion to pay bills. All Managers voted aye.

 

Engineer Norm Wenck distributed and explained the Cedar Lake Supplemental Technology Evaluation Technical Memorandum that relates to phosphorus reduction and carp management. This document will be provided to the Cedar Lake Conservation Club and residents of the Swartout Lake area.

 

Administrator Anderson distributed the DNR fish data report for Swartout Lake.

 

Engineer Norm Wenck explained the operation and maintenance plan, groundwater monitoring plan, and sampling plan that he has developed as part of the MPCA permit requirements for Clearwater Harbor Area Sanitary Sewer Project. He also announced that an inspection of the system would be conducted by MPCA on Thursday, October 20, 2005.

 

Motion #05-10-5: Schiefelbein, seconded by Loewen, made a motion to certify to the Stearns County Auditor, for collection, a list of three delinquent accounts due to the CRWD.  All Managers voted aye.

 

Motion #05-10-6: Liebrenz, seconded by Kampa, made a motion requesting Administrator Anderson to respond to Ron Nelson stating the reasons why his request for compensation for tree damage was denied.  All Managers voted aye.

 

Manager Brunsell reviewed the CRWD insurance policy. Additional information will be available at the next Work Session.

 

Wright County Commissioner Karla Heeter reported that Wright County would start their Comprehensive Land Use Update in 2006. Wright County will begin the process in the northeast quadrant of the county and then proceed throughout the balance of the county.

 

Motion #05-10-07: Liebrenz, seconded by Kampa, made a motion to adjourn the meeting. All Managers voted aye.
