Clearwater River Watershed District Work Session
October 26, 2005 - 6:30p.m.

CRWD Work Session was called to order at 6:30p.m. by Manager Brunsell. Managers' Virl Liebrenz, Marvin Brunsell, Dennis Loewen, Mark Kampa, and Bob Schiefelbein were present. Also in attendance were DuWayne Orbeck and Administrator Merle Anderson.
Motion #WS05-10-01: Motion Loewen, seconded by Liebrenz, to adopt the Agenda. All Managers voted aye.
Manager Liebrenz informed the Board that he is moving from Stearns County to Meeker County. He has notified Stearns County that he will no longer be able to serve as a CRWD manager representing Stearns County.
Administrator Anderson indicated that he has contacted Russ Pearson's attorney regarding Mr. Pearson's questions about CRWD billing for maintenance of the Hidden River Sanitary Sewer System. Mr. Pearson, Attorney Todd Kelm, and Administrator Anderson will meet to resolve this issue.
Administrator Anderson reported that the Clearwater Harbor Area Sanitary Sewer Project financial report has not changed significantly. A final financial report for this project will be developed as soon as all bills have been received and the contractor has completed his responsibilities.
Manager Brunsell reviewed the CRWD insurance policy provided the District by Roth Insurance Agency, Annandale, MN.
Motion #WS05-10-02: Motion Loewen, seconded by Kampa, to authorize $1,000,000 liability protection for the CRWD, based on the current insurance policy with Roth Insurance Agency. All Managers voted aye.
Administrator Anderson reviewed the Minnesota Pollution Control Agency inspection of the Clearwater Harbor Area Sanitary Sewer System and Operation & Maintenance manuals. Based on this favorable inspection, the Agency will provide a start-up certificate.
DuWayne Orbeck, Kimball City Council Member, informed the managers that the city of Kimball is considering stormwater management plans for Magnus Johnson and Linden Avenues. The city of Kimball is using the stormwater management information that the CRWD provided to them. CRWD Managers encouraged Mr. Orbeck to contact the CRWD if additional assistance is needed regarding stormwater management.
Administrator Anderson presented a letter from Stephanie Nilson, Lake Augusta resident, questioning if she was required to pay the 2005 milfoil treatment assessment. Manager Kampa indicated that no change has been made in the Lake Augusta Milfoil Treatment Assessment Roll, meaning that all property assessed in the original roll will continue to be assessed.
Administrator Anderson reported to the Board on his recent meeting with Department of Natural Resources staff regarding the October 11, 2005 Wenck Technical Memorandum that relates to Cedar Lake Technical Evaluation for phosphorus abatement in the Cedar Lake drainage area. Department of Natural Resources staff will provide comments to the CRWD regarding this technical memorandum; however, they suggested that a survey of the streams in this drainage area would be beneficial.
Manager Liebrenz suggested that meetings should be held to seek input from residents in the Cedar Lake drainage area regarding the need for rough fish management and other water quality improvement measures.
Administrator Anderson recently conducted a tour for representatives of the Upper Mississippi Source Water Protection Work Group, which is sponsored by Minnesota Rural Water. During the tour of the eastern one-fourth of the District, he reviewed erosion control, wastewater treatment, and stormwater management efforts conducted by the CRWD.
Administrator Anderson mentioned that a new CRWD brochure should be developed in 2006.
Motion #WS05-10-03: Motion Loewen, seconded by Liebrenz, to designate Manager Brunsell as a voting delegate for the 2005 MAWD Annual Meeting to be held December 1-3, 2005 in Alexandria, MN. All Managers voted aye.
Motion #WS05-10-04: Motion Liebrenz, seconded by Kampa to adjourn. All Managers voted aye.
