Board of Managers Meeting
December 14, 2005 - 7:00pm
Annandale Middle School, Annandale, MN
Manager Brunsell called the regular meeting to order at 7:00pm. Managerís Marvin Brunsell, Bob Schiefelbein, and Dennis Loewen were present. Manager Mark Kampa was absent. Others in attendance were Merle Anderson, Kelly Bergesch, Norm Wenck, David Larsen, Lee Worden, Collin Nyren, and Jerry Carter.
Motion #05-12-1: Schiefelbein, seconded by Loewen, made a motion to adopt the agenda. All Managers voted aye.
Motion #05-12-2: Schiefelbein, seconded by Loewen, made a motion to approve the Consent Agenda. All Managers voted aye.
Administrator Anderson presented a news article that explains CRWD Total Maximum Daily Load activities and reviewed Policy #2005-2.
Motion #05-12-3: Loewen, seconded by Schiefelbein, made a motion to adopt Policy #2005-2, that provides for CRWD incentive payments to producers for buffers that are seeded. All Managers voted aye.
Motion #05-12-4: Schiefelbein, seconded by Loewen, made a motion to pay bills. All Managers voted aye.
Engineer Norm Wenck reviewed his monthly engineering report and the survey recently completed in the Cedar Lake drainage area.
Administrator Anderson reviewed the Cedar Lake drainage area talking points that will be reviewed and discussed with Cedar Lake drainage area residents. David Larsen, Cedar Lake property owner, questioned the fact that it is suggested that the ferric chloride treatment is considered a future option for water quality improvement. Administrator Anderson reminded everyone that these were talking points and no decisions have been made.
David Larsen left the meeting at 8:30pm.
Manager Brunsell and Administrator Anderson reviewed the recent Minnesota Association of Watershed Districtís Conference that they attended.
Engineer Norm Wenck and Administrator Anderson reviewed the city of Watkins stormwater management plan and explained opportunities for water quality improvement that may exist.
Engineer Norm Wenck presented a maintenance plan by Bernie Miller for the Wandering Ponds Estates Sanitary Sewer System.
Motion #05-12-5: Loewen, seconded by Schiefelbein, made a motion to authorize the maintenance agreement developed by Bernie Miller for the Wandering Ponds Estates Sanitary Sewer System, to be effective at the time when the CRWD receives title for the system. All Managers voted aye.
Motion #05-12-6: Schiefelbein, seconded by Loewen, made a motion authorizing signature of the Minnesota Department of Health well permit for Hidden River Sanitary Sewer System. All Managers voted aye.
Administrator Anderson reviewed the 2006 IRS mileage allowance, Meeker County Ditch 20 meeting, aeration permit on Lake Augusta, CRWD General Fund budget adjustments for 2005, and infra-red flyover information.
Motion #05-12-7: Schiefelbein, seconded by Loewen, made a motion not to require late fee and finance charge for Sunderlund property in Hidden River Sanitary Sewer Project Area if the regular quarterly service charge is paid in full. All Managers voted aye.
Lee Worden suggested that the CRWD Board of Managers consider providing money for labor costs if Scott and Betsy Lakes are seined this winter. He also requested that additional rock be installed at the fish trap. The Managers suggested that Mr. Worden bring a written proposal to the Board for their consideration.
Motion #05-12-08: Schiefelbein, seconded by Loewen, made a motion to adjourn the meeting. All Managers voted aye.
