Clearwater River Watershed District Work Session

December 28, 2005 - 6:30p.m.

The CRWD Work Session was called to order at 6:30p.m. by Manager Brunsell. Managers’ Brunsell, Loewen, Kampa, and Schiefelbein were present. Also in attendance was Administrator Anderson.


Motion #WS05-12-01: Motion Loewen, seconded by Kampa to adopt the Agenda. All Managers voted aye.


Administrator Anderson explained the MPCA Education Grant Application. The CRWD will apply for a grant to develop, print, and distribute education materials regarding TMDL (Total Maximum Daily Load).


Administrator Anderson informed the Board of stormwater management possibilities in and near Watkins. The Board instructed Administrator Anderson to search for available grants and report back at the January 2006 Work Session.


Administrator Anderson asked the Board if they were interested in additional information for use of infrared photography. Administrator Anderson will contact Shell Rock Watershed District as to their experience with infrared photography.


Manager Brunsell presented a letter from Roger Herme, fisherman on Cedar Lake. Mr. Herme was concerned about the winter water clarity of Cedar Lake.


Administrator Anderson presented the Lake Augusta Aeration Easement document to Manager Kampa. Manager Kampa requested Administrator Anderson to contact the owners of the property where the easement is contained to seek permission to install a warning tower.


Manager Brunsell and Administrator Anderson reviewed the Clearwater Harbor Area Sanitary Sewer Project Financial Report. Kober construction’s final request for payment will be included in the January 2006 financial report.


Manager Brunsell signed the Wandering Ponds Maintenance Agreement.


Administrator Anderson indicated that the Kimball Snowmobile Club removed a beaver dam and sediment from the Clearwater River east of Highway 15 and is requesting assistance in paying for that removal.


Motion #WS05-12-02: Motion Loewen, seconded by Kampa to include a $440 bill from Thielen Construction in the December 31, 2005 Financial Report. All Managers voted aye.


Administrator Anderson informed the Board that he is developing a Wastewater Power Point Presentation, has received a request from Bernie Lenz to discuss engineering services that he could provide the CRWD, that he is attending a January 7, 2006 meeting of Cedar Lake and Swartout Lake residents, and that Wenck Associates Inc. comments to the city of Clearwater regarding trail development has been submitted.


Motion #WS05-12-03: Motion Kampa, seconded by Schiefelbein, to cast a unanimous ballot for Manager Loewen to serve as Vice-Chair of CRWD until the next election. All Managers voted aye.


Motion #WS-05-12-04: Motion Loewen, seconded by Kampa to adjourn the meeting. All Managers voted aye.
