Board of Managers Meeting
March 8, 2006 - 7:00pm
Annandale Middle School, Annandale, MN

 

Manager Brunsell called the regular meeting to order at 7:00pm.

Manager's Marvin Brunsell, Bob Schiefelbein, Jerry Risberg, Mark Kampa, and Dennis Loewen were present. Others in attendance were Merle Anderson, Kelly Bergesch, Norm Wenck, Lee Worden, and Collin Nyren.

Motion #06-03-1: Kampa, seconded by Loewen, made a motion to adopt the agenda. All Managers voted aye.

Motion #06-03-2: Loewen, seconded by Kampa, made a motion to purchase approximately 20 acres of farmland from Dennis and Deborah Libbesmeier.

Exact acreage will be determined by survey. All Managers voted aye.

Motion #06-03-3: Kampa, seconded by Risberg, made a motion to approve the Consent Agenda. All Managers voted aye.

Motion #06-03-4: Risberg, seconded by Kampa, made a motion to adopt the use of the Assessment Roll Record developed by Administrator Anderson.

Kelly Bergesch will provide information for the Record. All Managers voted aye.

Motion #06-03-5: Schiefelbein, seconded by Kampa, made a motion to pay bills for March 2006. All Managers voted aye.

Engineer Norm Wenck explained that the City of Watkins anticipates street, sanitary sewer, and stormwater construction to begin in 2007. He will complete the stormwater study and recommendations for the City of Watkins prior to final plans for construction being developed.

Administrator Anderson explained the history of the talking points for the Cedar Lake drainage area water quality improvement initiative. The talking points have been refined based on input from the residents of the drainage area and will be reviewed by Managers at the next CRWD Work Session.

Lee Worden, resident explained number of thoughts he had regarding water quality improvement in the Cedar Lake drainage area. He was provided a map of the drainage area and encouraged by Manager Brunsell to indicate on the map where he thinks certain water quality improvement activities should take place.

Lee Worden encouraged the Managers to consider providing an incentive to a professional fisherman for seining Betsy, Scott, and Union Lakes. He also indicated that a carp trap should be considered at the Roger Smala property at Lake Union.

Lee Worden and Collin Nyren left the meeting at 8:10pm.

Engineer Norm Wenck informed the Board that he and Attorney Stan Weinberger are working on an easement correction for the former Steve Nistler property at the south end of Clear Lake.

Administrator Anderson called attention to the following items:

1. Stearns County Environmental Services is suggesting that the CRWD have citizens monitor trout steams in the District.

2. Price list for lab fees at DHIA Lab in Sauk Centre.

3. Corinna Township conducting their own planning and zoning rather than Wright County.

4. Information regarding new ditch repair method.

5. Representative Dan Severson's proposed legislative change to Chapter 103D.

6. Purchase agreement for Libbesmeier property has been signed.

7. E-mail from Bobbi Todd expressing concern of sediment and debris in Clearwater River in and near County Road 75 at the City of Clearwater.

8. Recent house fire on Beachwood Road (possible caustic materials entered floor drain).

Motion #06-03-6: Schiefelbein, seconded by Loewen, made a motion to pump the first septic tank on the Clearwater Harbor Area Sanitary Sewer System. All Managers voted aye.

Motion #06-03-7: Schiefelbein, seconded by Loewen, made a motion to adjourn the meeting. All Managers voted aye.
