Board of Managers Meeting

April 12, 2006 - 7:00pm

Annandale Middle School, Annandale, MN

 

Manager Loewen called the regular meeting to order at 7:00pm. Manager's Bob Schiefelbein, Jerry Risberg, Mark Kampa, and Dennis Loewen were present.

Manager Marvin Brunsell was absent. Others in attendance were Merle Anderson, Kelly Bergesch, Norm Wenck, David Larsen, Wright County Commissioner Karla Heeter, Doug VonArb, Brandon Merten, and Nathan Miller.

Motion #06-04-1: Kampa, seconded by Risberg, made a motion to adopt the agenda. All Managers voted aye.

Motion #06-04-2: Kampa, seconded by Risberg, made a motion to approve the Consent Agenda. All Managers voted aye.

Administrator Anderson introduced David Larsen, Doug VonArb, Brandon Merten, and Nathan Miller, residents of Cedar Lake. Mr. Anderson began the discussion about the various talking points developed to seek a solution for declining water quality in Cedar Lake.

David Larsen, Cedar Lake Conservation Club member, explained the importance of protecting water quality in Cedar Lake from further degradation. He acknowledged the fact that residents of Cedar Lake must participate in the cost of any corrective measures that protect Cedar Lake.

Engineer Norm Wenck explained the fish barrier, alum or ferric chloride method of reducing the amount of phosphorus that would enter Cedar Lake.

Doug VonArb, Brandon Merten, and Nathan Miller, owners of property between Cedar Lake and Highway 55, sought information regarding the size of a sediment basin, odors, toxicity, frequency of clean out of the sediment basin, and access to the sediment basin should it be constructed.

Administrator Anderson suggested that an appraisal would be helpful for the owners to make their decision, whether or not to consider offering the land for easement or sale purposes. Information meetings, more detailed design, and funding concepts would also need to be considered.

David Larsen, Doug VonArb, Brandon Merten, and Nathan Miller left the meeting at 7:22pm.

Wright County Commissioner, Karla Heeter, mentioned that Corinna Township is in the process of providing their own Planning & Zoning.

Motion #06-04-3: Kampa, seconded by Risberg, made a motion to pay bills.

All Managers voted aye.

Motion #06-04-4: Schiefelbein, seconded by Kampa, made a motion to wave $10 service charge and $1.43 interest fee on Jeff and Theresa Gendreau, Hidden River Sanitary Sewer Maintenance Fee. All Managers voted aye.

Administrator Anderson provided Kelly Bergesch documents from the Dennis Libbesmeier closing, to be placed in the CRWD lock box. He also provided a notice from the Minnesota State Auditor regarding receipt of the 2004 CRWD Audit Report.

Engineer Norm Wenck provided a map of the Cedar Lake drainage area. He explained, by use of the map, where possible stormwater storage could be provided in the State of Minnesota property. Administrator Anderson will contact Department of Natural Resources for their input.

The CRWD Board of Managers took no action on the following items:

1. Sediment sampling and sediment removal on Clearwater Lake.

2. Gil Mason service call on grinder pump.

3. Pleasant Lake request for funding for curly leaf pondweed control.

4. Clear Lake request for funding for bog removal.

Administrator Anderson reported that he has visited with one resident on Henshaw Lake and will contact others.

The CRWD Managers expressed satisfaction with the Annandale Expo experience.

Administrator Anderson explained a quote he received from OTS, Annandale, Minnesota, that would provide for soil amendment, trail repair, and seeding in the Clearwater Harbor Area Sanitary Sewer Project. The Board reminded Administrator Anderson that two quotes are needed.

Kelly Bergesch left the meeting at 8:37pm.

Administrator Anderson provided information on the following:

1. His recent presentation to the Annandale Properties staff.

2. Watershed district rule revision.

3. Pleasant Lake MPCA Assessment Report.

4. Wandering Ponds Development Agreement.

Engineer Norm Wenck presented the recent survey for enlarging the Nistler Sediment Basin into the Steve Geislinger property. Administrator Anderson will provide the survey information to Mr. Geislinger and to the Meeker County SWCD for their comments.

Motion #06-04-5: Kampa, seconded by Schiefelbein, made a motion to authorize the Chair's signature on a letter to Jerry Derosier regarding grinder pump replacement and a letter to the Ken Jude family. All Managers voted aye.

Administrator Anderson acknowledged the receipt of a letter from Kober Construction regarding the termination of stormwater management on the Clearwater Harbor Area Sanitary Sewer Project. The letter will be signed when the area is properly vegetated.

Manager Kampa indicated that a bog has broken free in Lake Augusta and a tree has fallen into the river between Lake Augusta and Clearwater Lake.

He will contact the property owner to remedy the situation.

Motion #06-04-6: Kampa, seconded by Risberg, made a motion to adjourn the meeting. All Managers voted aye.
