Board of Managers Meeting
June 14, 2006 - 7:00pm
Annandale Middle School, Annandale, MN

Manager Brunsell called the regular meeting to order at 7:00pm.
Manager's Marvin Brunsell, Bob Schiefelbein, Jerry Risberg, Dennis Loewen, and Mark Kampa were present. Others in attendance were Merle Anderson, Kelly Bergesch, Norm Wenck, Dave Larsen, Maggie Leach, Meeker County Commissioner Hugh Wagner, and Jeff Burkhardt.

Motion #06-06-1: Schiefelbein, seconded by Kampa, made a motion to adopt the agenda. All Managers voted aye.

Motion #06-06-2: Kampa, seconded by Risberg, made a motion to approve the Consent Agenda. All Managers voted aye.

David Larsen, Cedar Lake Conservation Club, expressed Cedar Lake Property Owners' concerns regarding the urgency of protecting their lake water quality and increasing carp population in Cedar Lake. Mr. Larsen inquired as to the process for the Cedar Lake Conservation Club petitioning the CRWD to develop and implement measures to reduce phosphorus loading and carp population in Cedar Lake.

Manager Dennis Loewen arrived.

Administrator Anderson diagramed a concept for injection of alum or ferric chloride upstream from Cedar Lake. The need for a sediment basin and fish barriers was also explained. Mr. Anderson outlined the following petition
process:
1. Petition and $2,000 deposit submitted to CRWD.
2. CRWD Managers authorize feasibility determination by engineer.
3. Engineer reports findings, order appraiser's report, & assessment roll is developed.
4. CRWD Managers set public hearing, date, time, and location.
5. CRWD Managers authorize or reject project.
6. CRWD Managers adopt assessment roll if project is to proceed.
7. CRWD Managers order engineer's final design and call for bids.
8. Bids are opened, accepted or rejected.
9. Contract is awarded if bid is accepted.
10. Construction begins.

Dave Larsen left the meeting at 7:40pm.

Jeff Burkhardt, Auditor, presented and explained his audit of the 2005 financial activities of the CRWD.

Administrator Anderson distributed and Manager Brunsell explained the
2005 Year End Activity Report.

Motion #06-06-3: Loewen, seconded by Schiefelbein, made a motion to receive the auditor's report and insert CRWD 2005 Year End Activity Report prior to distribution. All Managers voted aye.

Jeff Burkhardt left the meeting at 8:10pm.

Motion #06-06-4: Schiefelbein, seconded by Kampa, made a motion to pay bills. All Managers voted aye.

Maggie Leach, Minnesota Pollution Control Agency, explained that the Total Maximum Daily Load addendum to include Clearwater River from Grass Lake to the Mississippi River has been approved. Funding for this addendum has been requested, based on a revised budget provided by the CRWD.

Motion #06-06-5: Risberg, seconded by Kampa, made a motion to authorize Chair Brunsell to sign the Joint Powers Agreement resolution requesting funding from MPCA for the addendum. All Managers voted aye.

Engineer Norm Wenck indicated that the tour of an alum treatment site by property owners near Cedar Lake has not yet been scheduled.

Administrator Anderson has yet to finalize the details for the late July Citizenship Dinner/Tour.

Administrator Anderson distributed the 2006 Minnesota Association of Watershed District's Legislative Update.

Administrator Anderson informed the Board of the July 10, 2006 CTAS Training that Kelly Bergesch will attend.

Engineer Norm Wenck provided the Board with quotes for septic tank pumping and project maintenance.

Motion #06-06-6: Risberg, seconded by Kampa, made a motion to award lowest quote contracts to ASAP Septic Plumbing, $1,200 for septic tank pumping, and Bromy's Excavating, $11,310 for project maintenance. All Managers voted aye.

Engineer Norm Wenck distributed a Conceptual Design and Cost Estimate for a Phased Wastewater Collection and Treatment System. A copy is on file with each manager and the district office.

Administrator Anderson informed the Board that Bruce Bottko, Tri-State Pump and Control, Inc, would provide grinder pump information and training at a later date this summer.

Motion #06-07-7: Loewen, seconded by Schiefelbein, made a motion to authorize purchase of 6'x100' fabric and 20 cu. yds of riprap to be applied to the Clearwater River, aka County Ditch #20, near Clear Lake by Ken Rosnow, Meeker County ditch authority will be contacted for authorization.
All Managers voted aye.

Administrator Anderson indicated that all bale checks and silt fence have been removed from the Clearwater Harbor Area Sanitary Sewer Project.

Motion #06-07-8: Risberg, seconded by Kampa, made a motion to authorize Chair Brunsell to sign Notice of Termination of Erosion Control Measures in Clearwater Harbor Area Sanitary Sewer Project. All Managers voted aye.

Motion #06-07-9: Schiefelbein, seconded by Loewen, made a motion to approve Manager Kampa's request for reimbursement for his costs relating to the Lake Augusta Milfoil Control Project. Manager's Schiefelbein, Loewen, Brunsell, and Risberg voted aye. Manager Kampa abstained from voting.

Administrator Anderson explained a request from the Stearns County Soil & Water Conservation District. The request is for funding for an Urban Conservationist Position in Stearns County. This position is intended to assist cities with wellhead, source water protection, and stormwater issues.
The Manager's took no action on this request.


Manager Kampa distributed a bog winch diagram, mud lift diagram, and milfoil treatment chemical 2-4-D information.

Manager Risberg expressed concern about carp movement across the Grass Lake Dam and at the Cedar Lake Outlet.

Motion #06-06-10: Loewen, seconded by Kampa, made a motion to adjourn the meeting. All Managers voted aye.
