Board of Managers Meeting
February 14, 2007 - 7:00pm
Annandale Middle School, Annandale, MN
Manager Loewen called the regular meeting to order at 7:00pm. Manager’s Bob Schiefelbein, Jerry Risberg, Dennis Loewen, and Mark Kampa were present. Manager Brunsell was absent. Others in attendance were Merle Anderson, Kelly Bergesch, Carter Diers, Dave Wagner, and Jerry Carter.
Motion #07-02-1: Kampa, seconded by Schiefelbein, made a motion to adopt the agenda. All Managers voted aye.
Motion #07-02-2: Schiefelbein, seconded by Kampa, made a motion to approve the Consent Agenda with the following change under #8 (Administrator‘s Review)…the account code for TMDL Phase II Addendum is
236-41142 and the account code for TMDL Phase III is 236-41143. All Managers voted aye.
Administrator Anderson explained that he is pursuing an additional umbrella liability policy for Project 06-1.
Administrator Anderson asked for additions to the draft policy and rule regarding disbursements and suggested that a final copy would be ready for the Work Session.
Motion #07-02-3: Kampa, seconded by Schiefelbein, made a motion to authorize Jerry Carter to spend four hours at $60/hour to renovate the CRWD website. All Managers voted aye.
Motion #07-02-4: Schiefelbein, seconded by Kampa, made a motion to receive the 2007 Water Quality Monitoring Proposal from Wenck Associates, Inc. All Managers voted aye.
Administrator Anderson reported that Lee Worden, Ron Mares, Paul Diedrich of DNR, Roger Stradal of DNR, Norm Wenck, and he toured the Project 06-1 area south of State Highway 55. The activities that will be pursued are those that were outlined in the Engineer’s Report. Those activities include fish barriers, rough fish removal, sediment basin, upland practices, and monitoring. The preliminary survey has been completed for the sediment basin near County Road 6 and has been forwarded to DNR for approval. A public information meeting is planned for residents of Albion Township in March.
Motion #07-02-5: Kampa, seconded by Risberg, made a motion to pay bills.All Managers voted aye. Disbursements
Kelly Bergesch explained that all quarterly billings for maintenance of the three sewer systems have now been sent. She also indicated that the CRWD needs to consider a different software program for billings. The assessment for Project 06-1 has been finalized by Wright County.
Motion #07-02-6: Schiefelbein, seconded by Risberg, made a motion to conduct the March regular meeting at 7pm, March 7, 2007 at the Annandale Middle School, Annandale, MN. This is a change from the regular March meeting date. All Managers voted aye.
Administrator Anderson reviewed the following:
1. Explained cost of $9,600 for 62 sq. miles of two foot contour mapping should the managers decide to secure this mapping from Stearns County.
2. Manager Schiefelbein and Administrator Anderson will follow-up on Libbesmeier property final documentation.
3. Will provide articles for Cedar Lake newsletter.
4. Will include water quality improvement information in 2006 Annual Report.
5. Announced Annandale Expo to be held April 21, 2007.
6. MAWD Legislative Breakfast will be held March 14-15, 2007.
Motion #07-02-7: Schiefelbein, seconded by Kampa, made a motion to adjourn. All Managers voted aye.
