Board of Managers Meeting
April 11, 2007 - 7:00pm
Annandale Middle School, Annandale, MN

Manager Brunsell called the regular meeting to order at 7:00pm.

Manager’s Bob Schiefelbein, Jerry Risberg, Dennis Loewen, Mark Kampa, and Marv Brunsell were present. Others in attendance were Merle Anderson, Kelly Bergesch, Maggie Leach, Norm Wenck, Meeker County Commissioner Wally Strand, and Jerry Carter.

Motion #07-04-1: Loewen, seconded by Kampa, made a motion to adopt the agenda. All Managers voted aye.

Motion #07-04-2: Kampa, seconded by Risberg, made a motion to approve the Consent Agenda. All Managers voted aye.

Manager Loewen reviewed the Maine Prairie Township Road Improvement Project on 145th Street.

Motion #07-04-3: Risberg, seconded by Kampa, made a motion to provide $19,000 of engineering services to Maine Prairie Township Road Improvement Project on 145th Street. The funding would be provided through the CRWD Special Projects Fund with road design to protect stormwater and phosphorus from entering School Section Lake. Manager Brunsell moved and Manager Kampa seconded to amend the motion to provide $15,000 of engineering services for this project. All Managers voted aye on the amendment. All Managers voted aye on the motion.

Motion #07-04-4: Schiefelbein, seconded by Loewen, made a motion to correct the Project 06-1 Assessment Roll by indicating that the Elletson property on Swartout Lake should receive one unit of benefit. All Managers voted aye.

Jerry Carter reviewed the CRWD website renovation to date. Managers will determine at their next Work Session subject matter to be included on the website.

Engineer Norm Wenck updated the Board on the 2007 Water Quality Monitoring Plan as it relates to Union, Pleasant, and Cedar Lakes.

Engineer Norm Wenck and Administrator Anderson informed the Board that the fish barrier at the outlet of Swartout Lake has been installed, easements are being considered for the stream fish barrier along Illsley Avenue, and provided an overview of the April 10, 2007 Information Meeting held for Albion Township residents. At that meeting, it was agreed to generate more information about Shallow Lake Management of Henshaw Lake and present that information at a future meeting.

Kelly Bergesch arrived at 8:15pm and presented the April 11, 2007 financial report.

Motion #07-04-5: Schiefelbein, seconded by Loewen, to pay bills. All Managers voted aye.   Disbursements

Manager Risberg provided information regarding water usage at Clearwater Harbor as it relates to the Clearwater Harbor Area Sanitary Sewer System.

Administrator Anderson updated the managers on the display and materials to be used at the April 21, 2007 Annandale Expo.

Motion #07-04-6: Loewen, seconded by Risberg, made a motion to leave as is Jerry Altman‘s Project 06-1 assessment on PIDs 206022000070 and 206023001190. All Managers voted aye.

Motion #07-04-7: Loewen, seconded by Kampa, made a motion to install a fish barrier at the outlet of Henshaw Lake providing permits are received from the Department of Natural Resources. All Managers voted aye.

Administrator Anderson reviewed the following:

1. Meeker County Ditch 20 re-determination of benefits, possible separation of the north and south reaches, and ditch authority.

2. Policy and incentives for rain gardens, lakescaping, and waterways.

3. Wandering Ponds Maintenance Report.

4. The need to survey the Henshaw Lake outlet stream to County Road 37.

5. Roth Insurance update.

Manager Kampa indicated that the Lake Augusta Erosion Control Structure Riser has been repaired.

Manager Risberg mentioned that he is interested in pursuing a carp tournament.

Motion #07-04-8: Loewen, seconded by Kampa, made a motion to adjourn.
