Board of Managers Meeting
June 13, 2007 - 7:00pm

Manager Brunsell called the regular meeting to order at 7:00pm.

Manager’s Bob Schiefelbein, Jerry Risberg, Mark Kampa, Dennis Loewen, and Marvin Brunsell were present. Others in attendance were Merle Anderson, Kelly Bergesch, Maggie Leach, Norm Wenck, Rebecca Kluckhohn, Steve Zimmer, Dawn Schaefer-Stumpf, Southside Township Supervisor Maynard Nilson, and Jerry Carter.

Motion #07-06-1: Kampa, seconded by Loewen, made a motion to adopt the agenda. All Managers voted aye.

Motion #07-06-2: Kampa, seconded by Risberg, made a motion to approve the Consent Agenda. All Managers voted aye.

Administrator Anderson informed the Board of recent overtopping of Norton Avenue by sediment and water during a rainfall event. He, Manager’s Kampa and Brunsell, affected property owners, and Engineer Norm Wenck have visited the site. Engineer Norm Wenck explained that a series of check dams, sediment basins, and drain tile may be needed to alleviate the situation. However, a profile and cross sections of the area between Norton Avenue and Swapper’s Meet Road is necessary to determine the best approach.

Motion #07-06-3: Loewen, seconded by Kampa, made a motion to authorize Wenck Associates, Inc. to obtain a profile and cross sections of the area between Norton Avenue and Swapper’s Meet Road. The engineer will provide drawings and an itemized cost estimate of corrective measures needed to alleviate the erosion and overtopping of Norton Avenue at a cost not to exceed $3,500. This expenditure to be from the General Fund Special Projects Fund (Code 100-41191). All Managers voted aye.

Dawn Schaefer-Stumpt, Supervisor Maynard Nilson, and Steve Zimmer left the meeting at 7:37pm.

Rebecca Kluckhohn, Wenck Associates, Inc, reviewed the Total Maximum Daily Load contract status. Contract 1, Phase I Clearwater River Bacteria and Dissolved Oxygen and Lake Louisa Nutrient Data has all been reviewed. Contract 2, Phase II Clearwater River Bacteria and Dissolved Oxygen and Lake Louisa Nutrient Field Work has been completed and the report is in progress. Contract 3, Phase I and II Field Work for the Clearwater River Dissolved Oxygen from Grass Lake to the Mississippi is underway with modeling to begin in September 2007. Also in 2007, stakeholder meetings will begin. Administrator Anderson has already contacted Lake Louisa residents for their participation.

Manager Kampa distributed cost estimates and a drawing of a winch. He will bring additional details to the managers at a later date.

Manager Brunsell explained that a Heart of the Lakes Area Coalition is being organized by a number of local lake associations. The CRWD has offered to be a resource to that coalition.

Motion #07-06-4: Schiefelbein, seconded by Risberg, made a motion to pay bills. All Managers voted aye. Disbursements

Motion #07-06-5: Kampa, seconded by Loewen, made a motion to authorize signature on a letter to Wright County Planning & Zoning regarding precautions that should be adhered to should gravel mining and asphalt plant production take place in Corinna Township. All Managers voted aye.

Engineer Norm Wenck provided the managers with quotes for 2007 maintenance activities.

Motion #07-06-6: Schiefelbein, seconded by Kampa, made a motion to authorize the following low quotes: pump and clean eight septic tanks (ASAP Septic Pumping $960 plus $300 per manhole extension if necessary), clean out of Lake Augusta sediment basin (Michael Watercott Construction $5,295), and repair at Kingston Wetland (Michael Watercott Construction $13,346). All Managers voted aye.

Engineer Norm Wenck provided a historical maintenance record for the Lake Augusta Erosion Control Project and wastewater flows for three sewer systems.

Administrator Anderson reviewed the following:

1. Fact Sheet for sewer systems.

2. Citizenship Dinner planning.

3. Update on fish barriers.

4. Watkins Ditch Improvement Assessment.

5. Chain of Lakes meeting.

6. Wastewater Operator requirements.

7. Letter to Robert Hiivala regarding District financial advances.

Motion #07-06-7: Kampa, seconded by Loewen, to authorize up to $3,000 for installation of rock base at the Highway 55 fish trap. All Managers voted aye.

Manager Loewen reported that funding has been approved for Maine Prairie Township for upgrading 145th Street.

Jerry Carter reported on revisions to the CRWD website.

Manager Brunsell informed the Board that Administrator Anderson would coordinate District participation in the milfoil treatment program.

Motion #07-06-8: Kampa, seconded by Loewen, made a motion to adjourn.
