Board of Managers Meeting
August 8, 2007 - 7:00pm

Manager Brunsell called the regular meeting to order at 7:00pm.

Manager’s Bob Schiefelbein, Jerry Risberg, Mark Kampa, Dennis Loewen, and Marvin Brunsell were present. Others in attendance were Merle Anderson, Kelly Bergesch, Norm Wenck, Steve Zimmer, Dawn Schaefer-Stumpf, Jerry Carter, John Tracy, Johnathon Tracy, Wright County Commissioner Karla Heeter, Meeker County Commissioner Wally Strand, MPCA Staff Maggie Leach, Southside Township Supervisor Maynard Nilson, Teresa and Brad Haeg.

Motion #07-08-1: Kampa, seconded by Schiefelbein, made a motion to adopt the agenda. All Managers voted aye.

Motion #07-08-2: Kampa, seconded by Risberg, made a motion to approve the Consent Agenda. All Managers voted aye.

Manager Mark Kampa noted that the Lake Augusta Property Owners Association authorized funds for the bog winch from the Lake Augusta Bog Fund and is waiting for permission from the Grass Lake Property Owners Association to install the winch on their property.

Administrator Anderson introduced the Norton Avenue erosion corrective measures and funding discussion.

Maynard Nilson, Southside Township Supervisor, indicated that Southside Township would provide a heat tape to be installed in the culvert under Norton Avenue. Steve Zimmer will maintain that heat tape. Mr. Nilson also stated that Southside Township is willing to excavate a sediment basin south of Swapper’s Meet Road after CRWD Administrator Merle Anderson gains permission from the property owner.

Engineer Norm Wenck, when asked to recommend which erosion control measures he would recommend, stated that, in his opinion, the drain tile and three rock dams be installed at a cost of $40,700. He also suggested that the cost be split equally along property owners Stumpf, Haeg, Zimmer, and the CRWD. Managers indicated that they were willing to consider that cost split scenario. The property owners will discuss this matter further and attend the August 22, 2007 CRWD Work Session with their conclusions.

Steve Zimmer, Dawn Schaefer-Stumpf, Maynard Nilson, Teresa and Brad Haeg left the meeting at 7:50pm.

Administrator Anderson distributed a Lake Augusta water level graph, which shows that the water level in Lake Augusta was nearly three feet higher in 2002 than at the present time.

Administrator Anderson presented information regarding the Wandering Ponds assessment and maintenance costs.

John Tracy and Johnathon Tracy left the meeting at 8:05pm.

Motion #07-08-3: Risberg, seconded by Kampa, made a motion to pay bills. Disbursements

All Managers voted aye.

Karla Heeter left the meeting at 8:17pm.

Motion #07-08-4: Schiefelbein, seconded by Loewen, made a motion to set the proposed 2008 Budget Hearing for 7:00pm on September 12, 2007. All Managers voted aye.

Jerry Carter informed the Board of Managers that the revised CRWD website is up and running.

Motion #07-08-5: Risberg, seconded by Kampa, made a motion to activate the revised CRWD website. All Managers voted aye.

Motion #07-08-6: Kampa, seconded by Brunsell, made a motion for Administrator Anderson to develop for the CRWD manager’s review, a resolution to the Minnesota Association of Watershed Districts regarding local funding for Total Maximum Daily Load implementation. All Managers voted aye.


Administrator Anderson reviewed the following correspondence:

1. Manager Loewen’s reappointment.

2. Citizenship Dinner on August 10, 2007.

3. Department of Natural Resources milfoil grant.

4. Minnesota Conservation Corps.

5. Maine Prairie Township Road site visit August 20, 2007 or August 27, 2007.

Manager Kampa indicated that Watercott Construction is planning to clean the Lake Augusta Sediment Basin the week of August 20, 2007 and that Stearns County has riprapped the west ditch on County Road 7 in Fairhaven.

Manager Risberg reported no flow at the Grass Lake Dam.

Engineer Norm Wenck distributed a map showing a potential road revision near Aspenwood Road. He also presented the aeration permit renewal for signature.

Motion #07-08-7: Schiefelbein, seconded by Loewen, made a motion to authorize signature of the Department of Natural Resources Aeration Permit Renewal. All Managers voted aye.

Manager Loewen indicated that riprap has been applied to an eroded area in the Lakes of Fairhaven Development.

Manager Brunsell indicated that the Knife River Corporation has adequately bermed critical areas on the State Highway 24 construction project.

Motion #07-08-8: Risberg, seconded by Kampa, made a motion to adjourn.
