Board of Managers Meeting
September 12, 2007 - 7:00pm
Annandale Middle School, Annandale, MN

Manager Brunsell called the regular meeting to order at 7:00pm.

Manager’s Bob Schiefelbein, Jerry Risberg, Dennis Loewen, and Marvin Brunsell were present. Manager Kampa was absent. Others in attendance were Merle Anderson, Kelly Bergesch, Norm Wenck, Rebecca Kluckhohn, Steve Zimmer, MPCA Staff Maggie Leach and Phil Votruba, Rick Miessen, and Brad Haeg. Bob Hanson arrived later.

The 7:00pm CRWD Budget Public Hearing was held. Manager Brunsell explained the Proposed Budget, indicated that the Proposed Budget had been noticed and asked for public comment. There were no public comments.

Motion #PH07-09-1: Loewen, seconded by Schiefelbein, made a motion to close the public portion of the hearing. All Managers voted aye.

Motion #PH07-09-2: Schiefelbein, seconded by Risberg, made a motion to adopt the 2008 CRWD Budget as published. All Managers voted aye.

Motion #PH07-09-3: Loewen, seconded by Risberg, made a motion to close the Public Hearing. All Managers voted aye.

Motion #07-09-1: Schiefelbein, seconded by Risberg, made a motion to adopt the agenda. All Managers voted aye.

Motion #07-09-2: Loewen, seconded by Schiefelbein, made a motion to cast a unanimous ballot for the following slate of CRWD officers for one year. All Managers voted aye.

Motion #07-09-3: Schiefelbein, seconded by Risberg, made a motion to approve the Consent Agenda. All Managers voted aye.

Administrator Anderson provided background information for funding requests made to the CRWD.

Motion #07-09-4: Schiefelbein, seconded by Risberg, made a motion to encumber $1,500 from the Special Projects Fund to pay for fuel and labor provided by Southside Township during construction of a sediment basin near Swapper’s Meet Road. All Managers voted aye.

Rick Miessen left the meeting at 7:30pm.

Motion #07-09-5: Risberg, seconded by Loewen, made a motion to encumber $1,900 from the Special Projects Fund to pay for part of the $83,000 feedlot runoff management plan implementation on Bob Hanson’s feedlot in Forest Prairie Township, Meeker County. All Managers voted aye.

Steve Zimmer and Brad Haeg left the meeting at 7:45pm.

Motion #07-09-6: Loewen, seconded by Schiefelbein, made a motion to authorize the convening of a meeting with residents of Henshaw Lake to consider temporary draw down of the lake. All Managers voted aye.

Bob Hanson left the meeting at 7:55pm.

 

Other requests for funding included:

1. Lake Augusta channel cleanout.
2. Norton Avenue gully rock dams.
3. Norton Avenue drain tile.
4. Cory Meierhofer v-notch weir.
5. Henshaw Lake Ducks Unlimited and DNR Management Plan.
6. Mark Allison Rain Garden Landscaping and Minnesota Conservation Corp
Grant Application.
7. Montgomery Avenue floodplain and community sewer proposal.

The CRWD managers will consider these requests again at a later date.

Motion #07-09-7: Schiefelbein, seconded by Risberg, made a motion to pay bills. All Managers voted aye. Disbursements

Administrator Anderson reported that Watercott Construction plans to do the Lake Augusta sediment basin and riser maintenance this week.

Administrator Anderson and Bernie Miller will visit with Stearns Environmental staff regarding permit requirements for maintenance of Wandering Ponds Sanitary Sewer System. Administrator Anderson will secure values of the various components of Wandering Ponds Sanitary Sewer System for insurance policy purposes.

Motion #07-09-8: Risberg, seconded by Loewen, made a motion to authorize signature of a Joint Powers Agreement with the City of Annandale concerning utility billings. All Managers voted aye.

Kelly Bergesch left the meeting at 8:30pm.

Motion #07-09-9: Loewen, seconded by Schiefelbein, made a motion to submit a resolution entitled, “Funding for Total Maximum Daily Load Implementation” to the Minnesota Association of Watershed Districts (MAWD). All Managers voted aye.

Motion #07-09-10: Loewen, seconded by Risberg, made a motion to authorize renewal of the Clearwater River fish trap easement for a period of 10 years. All Managers voted aye.

Rebecca Kluckhohn, Wenck Associates, Inc, presented the CRWD Managers with the Total Maximum Daily Load Phase II Project Report.

Maggie Leach, Minnesota Pollution Control Agency (MPCA) staff, informed the Board that the draft 2008 Impaired Waters List is on their website. The Board of Water and Soil Resources will conduct public meetings explaining requests for proposals for Clean Water Legacy Funding.

Motion #07-09-11: Risberg, seconded by Schiefelbein, made a motion to authorize manager and administrator attendance at MAWD training. All Managers voted aye.

Engineer Norm Wenck distributed flow data for Restawhile, Hidden River, and Clearwater Harbor wastewater treatment systems.

Motion #07-09-12: Loewen, seconded by Schiefelbein, made a motion to adjourn. All Managers voted aye.
