Clearwater River Watershed District
Board of Managers Meeting
November 14, 2007 - 7:00pm
Annandale Middle School, Annandale, MN

Manager Brunsell called the regular meeting to order at 7:00pm.
Managerís Bob Schiefelbein, Mark Kampa, Jerry Risberg, Dennis Loewen, and Marvin Brunsell were present. Others in attendance were Merle Anderson, Kelly Bergesch, Norm Wenck, MPCA Staff Maggie Leach, Carter Diers, and Meeker County Commissioner Wally Strand.

Motion #07-11-1: Kampa, seconded by Loewen, made a motion to adopt the agenda. All Managers voted aye.

Manager Brunsell opened the Delinquent Account Public Hearing.

Managers held discussion regarding whether to certify delinquent accounts that property owners have indicated that they will pay.

Motion #PH07-11-1: Loewen, seconded by Schiefelbein, made a motion to close the Public Hearing and certify $6,712.01 of Delinquent Accounts to the Stearns County Auditor to be collected the way other taxes are collected in the year 2008 Payable. All Managers voted aye.

Manager Brunsell opened the Wandering Ponds Wastewater Treatment System Assessment Public Hearing.

No comments were received from the public.

Motion #PH07-11-2: Loewen, seconded by Kampa, made a motion to close the Public Hearing and adopt an assessment roll for Wandering Ponds Wastewater Treatment System totaling $4,188. This assessment roll will be forwarded to the Stearns County Auditor to be collected the way other taxes are collected in the year 2008 Payable. All Managers voted aye.

Motion #07-11-2: Kampa, seconded by Risberg, made a motion to approve the Consent Agenda. All Managers voted aye.

Motion #07-11-3: Risberg, seconded by Kampa, made a motion to pay bills. All Managers voted aye. - Disbursements

Administrator Anderson informed the managerís that residents could request lakescaping information from him.

Administrator Anderson indicated that he expects a preliminary plan of Lake Louisa Hills Development for the Boardís review soon.

Kelly Bergesch left the meeting at 7:35pm.

Engineer Norm Wenck presented a proposal to the Board for engineering costs to determine the feasibility of making changes in the water flow in Watkins Wetland South.

Motion #07-11-4: Kampa, seconded by Schiefelbein, made a motion to authorize Wenck Associates Inc. to determine the feasibility of making changes in the water flow in Watkins Wetland South. All Managers voted aye.

Administrator Anderson related that he has been in contact with Meeker County Auditor Barb Loch regarding the transfer of Ditch #20 North authority from Meeker County to the CRWD. Auditor Loch will send all necessary documentation when it has been prepared.

Engineer Norm Wenck distributed plans for Project 06-1 Segner Sediment Basin.

Motion #07-11-5: Risberg, seconded by Loewen, made a motion to ratify a Call for Bids and approve the plans all relating to Project 06-1 Segner Sediment Basin. All Managers voted aye.

Administrator Anderson reviewed the following:

1. Need for a manager/staff retreat to conduct CRWD planning.
2. Presented Wandering Ponds amended maintenance agreement with Stearns County.
3. Indicated that Fairhaven Township is okay with installation of a trench drain on Aspenwood Road; however, the township will not share in the cost.
4. Received a request from Dave Wagner to be nominated for Wright County Northwest Quadrant Comprehensive Plan Committee.
5. Reported that 100th Street Sediment Basin above Norton Avenue has been staked for construction.
6. Reviewed MAWD resolutions.
7. Requested credit application at Big Al Rental.
8. Presented MPCA Wastewater Treatment Award Application.
9. Circulated pictures of Jerry and Pam Risberg lakescaping.

Motion #07-11-6: Risberg, seconded by Kampa, made a motion to authorize signature on the amended Wandering Ponds maintenance agreement. All Managers voted aye.

Motion #07-11-7: Kampa, seconded by Risberg, made a motion to nominate Carter Diers and Dave Wagner for inclusion in the Wright County Northwest Quadrant Comprehensive Plan Committee. All Managers voted aye.

Motion #07-11-8: Kampa, seconded by Loewen, made a motion to apply for credit at Big Alís Rental in Annandale, Minnesota. All Managers voted aye.

Manager Kampa indicated that he is corresponding with DNR Staff Chip Welling regarding a 2008 milfoil treatment grant.

Manager Risberg referenced an October 20, 2007 article in the Minneapolis Star Tribute that explained a new concept for carp management.

Minnesota Pollution Control Agency Staff Maggie Leach informed the managers that 10 additional lakes in the CRWD have been added to the 2008 impaired waters list.

Motion #07-11-9: Risberg, seconded by Schiefelbein, made a motion to adjourn. All Managers voted aye.
