Board of Managers Meeting

Manager Brunsell called the regular meeting to order at 7:00pm.

Managerís Bob Schiefelbein, Mark Kampa, and Marvin Brunsell were present. Manager Jerry Risberg was absent. Others in attendance were Rebecca Kluckhohn, Administrator Merle Anderson, Kevin Kolstad, Cole Loewen, Dennis Loewen, and Jack Klein.

Motion #08-07-1: Kampa, seconded by Schiefelbein, made a motion to adopt the agenda. All Managers voted aye.

Motion #08-07-2: Kampa, seconded by Schiefelbein, made a motion to approve the Consent Agenda. All Managers voted aye.

Motion #08-07-3: Schiefelbein, seconded by Kampa, made a motion to pay bills. All Managers voted aye. - Disbursements

Cole Loewen left the meeting at 7:30pm.

Engineer Rebecca Kluckhohn, Wenck Associates, Inc. and Administrator Anderson reviewed the following TMDL management strategies that will accomplish water quality improvement in the CRWD:

1. Buffer strips, tile inlet management, conservation tillage.
2. Livestock and manure management.
3. Residential development, urban redevelopment.
4. Urban stormwater retrofits.
5. Septic system upgrades.
6. Lakeshore and residential Best Management Practices.
7. Carp control, Curlyleaf Pondweed management.

The Board of Managers discussed the development of an information packet that would assist the CRWD in informing residents, local units of government, and legislators of the CRWD TMDL effort.

Administrator Anderson asked the Board of Managers to consider ordering additional 2008 CRWD Brochures. He also updated the managers on the CRWD Summer Tour plans and asked to be notified when the 2008 Clearwater Lake Milfoil Grant has been received. Administrator Anderson reported that a fish barrier has been installed in Segner Ponds and that an additional limestone filter will be placed up to that barrier. The channel to Segner Ponds will be open within the next month.

Manager Kampa updated the managers regarding the Wright County Northwest Quadrant Comprehensive Planning by explaining that the committee toured and reviewed natural areas to determine what level of development should be allowed nearby.

Manager Brunsell and Assistant Administrator Dennis Loewen will be developing the 2009 CRWD Budget, assessments, and utility fees for the Boardís review.

Manager Kampa announced that Lake Augusta milfoil treatment was completed on June 19, 2008.

Motion #08-07-4: Kampa, seconded by Schiefelbein, made a motion to order 1,000 copies of the 2008 CRWD Brochure. All Managers voted aye.

Kevin Kolstad, resident of Cedar Lake, informed the Board of Managers that on July 12, 2008, members of the Cedar Lake Conservation Club will be searching for milfoil in Cedar Lake. He also mentioned that as a result of the recent Cedar Lake Visioning Session, Curlyleaf Pondweed control is a high priority for the club.
