Board of Managers Meeting

Manager Brunsell called the regular meeting to order at 7:00pm.
Managerís Bob Schiefelbein, Mark Kampa, Roland Froyen, Jerry Risberg, and Marvin Brunsell were present. Others in attendance were Norm Wenck, Administrator Merle Anderson, Assistant Administrator Dennis Loewen, MPCA staff person Maggie Leach, Meeker County Commissioner Wally Strand, Rick Miessen and Brian Templin.
Motion #08-09-1: Risberg, seconded by Schiefelbein, made a motion to adopt the agenda. All Managers voted aye.
Oath of Office was administered to Managerís Risberg and Froyen.
Manager Brunsell opened the Public Hearing for the 2009 CRWD Budget. He reviewed the budget and answered questions.
Motion #08-09-2: Schiefelbein, seconded by Kampa, made a motion to adopt the 2009 CRWD Budget. Managerís Brunsell, Risberg, Kampa, and Schiefelbein voted aye. Manager Froyen abstained.
Motion #08-09-3: Schiefelbein, seconded by Risberg, made a motion to establish Manager Brunsell as the CRWD Chair for one year. All Managers voted aye.
Motion #08-09-4: Schiefelbein, seconded by Kampa, made a motion to establish Manager Risberg as the CRWD Vice-Chair for one year. All Managers voted aye.
Motion #08-09-5: Kampa, seconded by Risberg, made a motion to establish Manager Schiefelbein as the CRWD Treasurer. All Managers voted aye.
Motion #08-09-6: Schiefelbein, seconded by Risberg, made a motion to establish Manager Kampa as the CRWD Secretary for one year. All Managers voted aye.
Motion #08-09-7: Kampa, seconded by Schiefelbein, made a motion to establish Manager Froyen as the CRWD Public Relations & Information contact for one year.
Motion #08-09-8: Schiefelbein, seconded by Kampa, made a motion to adopt the Consent Agenda. All Managers voted aye.
Rick Miessen, property owner on Lake Augusta Channel, said the cleanout of the channel has been called off.
Rick Miessen left the meeting at 7:35pm.
Brian Templin, property owner on Lake Augusta Channel, asked the CRWD Board of Managers for assistance in locating a spoil site for the dredge material from the Lake Augusta Channel. Manager Froyen offered his assistance.

Motion #08-09-9: Schiefelbein, seconded by Risberg, made a motion to adjust the 145th Street engineering budget to $20,735.89. All Managers voted aye.
Motion #08-09-10: Schiefelbein, seconded by Kampa, made a motion to pay bills. All Managers voted aye. - Disbursements
Assistant Administrator Loewen discussed the file transfer protocol software.
Administrator Anderson provided a Total Maximum Daily Load outreach update.
Managerís Kampa and Risberg indicated that the pumps will be installed at Stations 10 and 19 this week, Wright-Hennepin Electric will install a new transformer at Station 19, provide a packet of documentation regarding activities related to the lift stations, and determine if lightening strikes were the cause of the recent power deficiencies.
Assistant Administrator Loewen has submitted a claim to the CRWD insurance provider.
Engineer Norm Wenck provided an example of the emergency response signs to be installed on all CRWD wastewater treatment systems, including the name of the location. He also distributed wastewater treatment system flow charts.
Manager Kampa informed the managers that the next step in the Northwest Quadrant of Wright Counties Comprehensive Planning Process will be to meet on October 1, 2008, 6:30pm with property owners within the natural resources areas.
Engineer Norm Wenck presented aerator agreement forms for signature.
Motion #08-09-11: Risberg, seconded by Kampa, made a motion to sign aerator agreement forms. All Managers voted aye.
Engineer Norm Wenck informed the managers that septic tanks at Restawhile Shores Development have been pumped, Kingston and Watkins maintenance will be done soon, and the plug at Segner Ponds will be removed next week.
Assistant Administrator Loewen clarified that Work Sessions will now be held at the Kimball City Hall and delinquent utility accounts will be on the next Work Session Agenda.
Administrator Anderson requested that the managers assist Clear Lake Property Owners in establishing a certain water level in Clear Lake.
Administrator Anderson informed the managers that the City of Kimball and the Stearns County Soil & Water Conservation District might present a grant application for rain barrels and downspout adjustment for the CRWD to consider at its next Work Session.
Motion #08-09-12: Risberg, seconded by Kampa, made a motion to resolve that the CRWD authorize signature for a contract for Total Maximum Daily Load 5 Lakes, Phase III with the Minnesota Pollution Control Agency. All Managers voted aye.
Motion #08-09-13: Kampa, seconded by Risberg, made a motion to adjourn.
