Board of Managers Meeting
December 10, 2008 - 7:00PM
Annandale Middle School, Annandale, MN

Manager Brunsell called the regular meeting to order at 7:00pm. Managerís Bob Schiefelbein, Mark Kampa, Roland Froyen, Jerry Risberg, and Marvin Brunsell were present. Others in attendance were Norm Wenck, Administrator Merle Anderson, Assistant Administrator Dennis Loewen, Mel Dykhuisen, and Meeker County Commissioner Wally Strand.  

Motion #08-12-1: Risberg, seconded by Kampa, made a motion to adopt the Agenda. All Managers voted aye.

Motion #08-12-2: Kampa, seconded by Schiefelbein, made a motion to adopt the Consent Agenda. All Managers voted aye.

Mel Dykhuisen, resident of Cedar Lake, requested that the CRWD send a letter to legislators asking them to support and seek action to re-instate the original intent of the Green Acres Program.

Motion #08-12-3: Froyen, seconded by Kampa, made a motion to send letters to legislators regarding the Green Acres Program. All Managers voted aye.

Motion #08-12-4: Kampa, seconded by Risberg, made a motion to pay bills. All Managers voted aye. - Disbursements

Engineer Norm Wenck distributed and explained two technical memorandums entitled, ďPotential Retention Areas South of Clear LakeĒ and ďClear Lake: South V-notch WeirĒ.

Motion #08-12-5: Froyen, seconded by Risberg, made a motion to offer to pay $30,000 of expected $70,000 easement and v-notch weir costs south of Clear Lake. Manager Froyen voted aye. Managers Brunsell, Schiefelbein, Kampa, and Risberg voted nay. The motion failed.

Administrator Anderson informed the Board that Commercial Fisherman Ken Seeman retrieved hoop nets from Henshaw Lake that yielded 200 pounds of bullheads, 1 carp, 1 sunfish, and 2 goldfish. Ken Seeman also detected carp by sonar in Swartout Lake.

Assistant Administrator Loewen indicated that he is willing to do all water quality monitoring sampling. He also indicated that record retention is in progress and that the lift stations at Clearwater Harbor Area Wastewater System were pumped today.

Motion #08-12-6: Kampa, seconded by Risberg, made a motion to authorize Dennis Loewen to do all wastewater system, lake, and stream sampling. All Managers voted aye.

Managerís Froyen and Brunsell have delivered to Corinna Township a set of Talking Points to help lead discussion at future wastewater treatment related meetings.

Motion #08-12-7: Schiefelbein, seconded by Risberg, made a motion to authorize Managers to attend the Corinna Township January 20, 2009 wastewater treatment discussion meeting. All Managers voted aye.

Managerís Risberg and Kampa explained that filters between the sand filter and drain field at Clearwater Harbor Wastewater Treatment System were cleaned.

Manager Kampa reported that the Wright County Northwest Quadrant Comprehensive Plan Committee information is being used by the Wright County Planning Commission to formulate a Wright County Comprehensive Plan.

Engineer Norm Wenck distributed and explained a sanitary sewer maintenance memo.

Managerís Risberg and Brunsell reported that they attended communication and county ordinance seminars at the recent Minnesota Association of Watershed Districtís annual conference.

Motion #08-12-8: Schiefelbein, seconded by Kampa, made a motion to appoint Jerry Finch, Art Bauer, John Sedey, Jerry Auge, Dean Flygare, and Ronald Schmitz to the CRWD Advisory Committee, establish the CRWD mileage rate at the current federal mileage rate, and establish no meal reimbursement rate. All Managers voted aye.

Motion #08-12-9: Schiefelbein, seconded by Brunsell, made a motion to establish the 2009 CRWD General Funds Levy at $250,000. All Managers voted aye.

Motion #08-12-10: Kampa, seconded by Risberg, made a motion to adjourn. All Managers voted aye.
