Board of Managers Meeting
June 10, 2009 - 7:00PM

Manager Brunsell called the regular meeting to order at
7:00pm. Managerís Bob Schiefelbein, Mark Kampa, Marvin Brunsell, Jerry Risberg,
and Roland Froyen were present. Others in attendance were Engineer Norm Wenck,
Administrator Merle Anderson, Assistant Administrator Dennis Loewen, Maggie
Leach, Jack Klein, Kevin Kolstad, and Meeker County Commissioner Wally Strand.
Motion #09-06-1: Risberg, seconded by Kampa, made a motion to adopt
the Agenda. All Managers voted aye.
Motion #09-06-2: Kampa, seconded by Risberg, made a motion to adopt
the Consent Agenda. All Managers voted aye.
Kevin Kolstad, representing the Cedar Lake Conservation Club,
reported that 15 acres of Curlyleaf Pondweed have been identified on Cedar Lake.
Approximately half of the Pondweed is located at the south end of Cedar Lake and
was treated this spring. The other half is located near the outlet of Cedar Lake
and was not treated because of Department of Natural Resources concerns that the
treatment material may leave the lake through the outlet and affect property
owners downstream. The Cedar Lake Conservation Club pays for all treatment of
Motion #09-06-3: Kampa, seconded by Froyen, made a motion to pay
bills. All Managers voted aye.
Motion #09-06-4: Schiefelbein, seconded by Froyen, made a motion to
begin the process of de-listing from the 303 Impaired Water List, that portion
of the Clearwater River that is impaired for low-dissolved oxygen. All
Managers voted aye.
Motion #09-06-5: Schiefelbein, seconded by Froyen, made a motion to
commit $2,800 from the Special Projects Fund to assist in paying for the
establishment of two waterways on the Vergin property on Bridgewater Road near
Lake Caroline. All Managers voted aye.
Assistant Administrator Loewen informed the managerís that
the treatment tanks for the Clearwater Harbor Area Wastewater Treatment System
have been pumped, 14 of the 40 sweeps have been replaced, and the float switches
will be replaced.
Administrator Anderson encouraged all managerís and staff
to have their wastewater treatment needs proposals submitted to Assistant
Administrator Loewen soon as this will be the major Agenda item at the June 2009
Work Session meeting.
Assistant Administrator Loewen indicated that approximately
20 people would be attending the Citizenship Meeting on Saturday, June 13.
Engineer Wenck presented quotes for repairs on established
Motion #09-06-6: Froyen, seconded by Kampa, made a motion to authorize
acceptance of the quote from Watercott Construction in the amount of $3,345
repair at Segner Ponds and $7,582 repair at the Kingston Wetland. All
Managers voted aye.
Maggie Leach, Minnesota Pollution Control Agency Staff,
explained the intensive water monitoring strategy to be used by her Agency to
identify impairments in the surface water in the state of Minnesota, which will
lead to accelerated protection or restoration of those surface water bodies.
Administrator Anderson notified the managerís that Dennis
and Cheryl Wold have applied for a lakescaping incentive.
Manager Kampa mentioned that he and Assistant Administrator
Loewen would contact the property owners of the hobby farm on Lake Augusta
regarding the CRWD easement on their property.
Manager Schiefelbein indicated that the CRWD needs to further
refine their pilot soil testing and fertilizer program prior to soybean harvest
this fall. This will be on the July 2009 regular meeting Agenda.
Manager Brunsell brought up that at some point in the past, a
fish-rearing pond was located on or near the Shadduck property that is between
Cedar Lake and Clearwater Lake. Property owners in the area are interested in
reactivating that fish rearing activity. Administrator Anderson will contact the
Minnesota Department of Resources regarding this matter.
Motion #09-06-7: Kampa, seconded by Schiefelbein, made a motion to
adjourn. All Managers voted aye.
