Clearwater River Watershed District
Work Session - Loewen Office and Kimball City Hall
September 23, 2009 - 6:00pm
Kimball, Minnesota  

Manager Brunsell called the CRWD Work Session to order at 6:00pm at Assistant Administrator Loewen‘s office. Manager’s Brunsell, Kampa, Risberg, and Schiefelbein were present. Manager Froyen arrived later. Also in attendance were Assistant Administrator Loewen, Administrator Anderson, and Mel Diekheisen.  

Motion #WS09-09-1: Motion Kampa, seconded by Risberg to adopt the Agenda adding Mel Diekheisen presentation. All Managers voted aye.  

Motion #WS-09-09-2: Motion Schiefelbein, seconded by Kampa to recess the meeting. All Managers voted aye.  

CRWD manager‘s and staff attended a tour of septic systems that was organized by Dean Flygare, Ron Mares, and Kevin Kloeppner.  

Board Chairman Brunsell reconvened the meeting at the Kimball City Hall.  

Motion #WS-09-09-3: Motion Schiefelbein, seconded by Risberg to pay bills. All Managers voted aye.  

Assistant Administrator Loewen presented the following:
1. Board of Water and Soil Resources grant opportunity information.
2. Notice of Department of Natural Resources workshops.
3. Notice of Corinna Township Clerk Vi Novotny’s Retirement.
4. Update on maintenance of Hidden River Wastewater Treatment System.  

Motion #WS-09-09-4: Motion Schiefelbein, seconded by Kampa that the CRWD does not waive the monetary limits on their municiple tort liability insurance as established by Minnesota Statue 466.04. All Managers voted aye.  

Mel Diekheisen, resident of Cedar Lake, requested information regarding establishment of a lake improvement district to address various water quality issues on Cedar Lake. The CRWD Board of Managers pointed out that the CRWD could establish a special taxing district to accomplish the same goal and will provide Mr. Diekheisen with details at a later time.  

Mel Diekheisen left the meeting at 8:00pm.  

Administrator Anderson distributed a Minnesota Association of Watershed Districts conference report, a Clearwater Harbor Wastewater Treatment System fact sheet, and announced that a tour organized by the Clear Lake Property Owners will begin at 10:00am on Saturday, September 26, 2009 at the Watkins Sportsman’s Park on Clear Lake.  

Motion #WS-09-09-5: Motion Schiefelbein, seconded by Kampa to adjourn the meeting. All Managers voted aye.
