Manager Brunsell called the CRWD Work Session to order at 7:00pm. Manager’s Brunsell, Kampa, Froyen, and Risberg were present. Manager Schiefelbein was absent. Also in attendance were Cole Loewen, Assistant Administrator Loewen, and Administrator Anderson.

Motion #WS10-08-1: Motion Kampa, seconded by Risberg to adopt the Agenda. All Managers voted aye.

The Oath of Office was administered to the recently re-appointed Manager from Stearns County, Mr. Roland Froyen.

Administrator Anderson reviewed the second revision of the CRWD Watershed Management Plan and asked manager’s to provide staff with any suggestions or changes.

Assistant Administrator Loewen reported that the Clearwater Harbor and Hidden River wastewater treatment systems sand filters and telemetry need upgrades.

Motion #WS-10-08-2: Motion Risberg, seconded by Kampa to pay bills. All Managers voted aye.

Motion #WS-10-08-3: Motion Risberg, seconded by Froyen to forgive the $10 penalty for a certain utility account and the late fee and penalty on another utility account. Manager’s Froyen and Risberg voted aye. Manager Kampa abstained. Manager Brunsell voted nay. The motion carried.

Manager Brunsell explained that he voted nay on the question regarding forgiving the fee and interest on utility accounts because it is not consistent with the CRWD policy.

Motion #WS-10-08-4: Motion Kampa, seconded by Froyen to authorize Dennis and Cole Loewen’s attendance at the Board of Water and Soil Resources Academy. All Managers voted aye.

Assistant Administrator Loewen announced that the delinquent utility account hearing will be held at the October 13, 2010 regular CRWD meeting.

Assistant Administrator Loewen distributed and reviewed the Willow Creek Stormwater Reuse Plan.

Administrator Anderson explained that staff is currently developing two Power Point Presentations. One is a pictorial presentation of CRWD activities and the other is the revised CRWD Watershed Management Plan.

Administrator Anderson informed the managers of the City of Annandale and the Annandale School District’s plans for the former City of Annandale’s wastewater treatment site.

Motion #WS-10-08-5: Motion Froyen, seconded by Brunsell to support and assist, when requested, the City of Annandale and the Annandale School District as they embark on an initiative to develop the former City of Annandale wastewater treatment site into a recreational and environmental learning area. All Managers voted aye.

Manager Risberg announced that the Clearwater Harbor Property Owners annual meeting will be held on Saturday, August 28, 2010.

Motion #WS-08-6: Motion Froyen, seconded by Risberg to adjourn the meeting. All Managers voted aye.
