Board of Managers Meeting
September 8, 2010 - 7:00PM
Annandale Middle School, Annandale, MN
Board Chairman Brunsell called the regular meeting to order at 7:00pm. Managerís Bob Schiefelbein, Mark Kampa, Roland Froyen, Marvin Brunsell, and Jerry Risberg were present. Others in attendance were Meeker County Commissioner Wally Strand, Wright County Commissioner Rose Thelen, Engineer Norm Wenck, Cole Loewen, Administrator Merle Anderson, and Assistant Administrator Dennis Loewen. Public Hearing List of Attendees is on file at the CRWD Office.
Motion #10-09-1: Schiefelbein, seconded by Risberg, made a motion to adopt the Agenda. All Managers voted aye.
Board Chairman Brunsell opened the Public Hearing for the 2011 CRWD Proposed Budget and Amendment of the 1980 Project.
Manager Brunsell reviewed the 2011 Proposed CRWD Budget and explained the amendment to the 1980 Project.
Tom Bacon, resident of Clearwater Lake, asked that the CRWD Board of Managers consider changing the assessment of benefits for the 1980 Project.
Motion #10-09-2: Kampa, seconded by Froyen, made a motion to close the Public Hearing. All Managers voted aye.
Motion #10-09-3: Schiefelbein, seconded by Kampa, cast a unanimous ballot for Board Chairman Brunsell, Vice Chairman Risberg, Treasurer Schiefelbein, Secretary Kampa, and PR&I Froyen. All Managers voted aye.
Motion #10-09-4: Kampa, seconded by Risberg, made a motion to adopt the Consent Agenda, as amended. All Managers voted aye.
Administrator Anderson explained the principle and details of a v-notch weir proposed on the Cory Meierhofer property. With Mr. Meierhoferís consent, a revised easement will be developed for his consideration.
Motion #10-09-5: Schiefelbein, seconded by Froyen, made a motion to pay bills. All Managers voted aye. - Disbursements
Wright County Commissioner Thelen left the meeting at 7:56pm.
Assistant Administrator Loewen explained the sand filter situation at the Clearwater Harbor and Hidden River Wastewater Treatment sites. Kevin Koeppner explained the Advantex wastewater treatment system and Manager Brunsell explained options for wastewater treatment with the City of Clearwater. This item will be on the Work Session Agenda.
Motion #10-09-6: Froyen, seconded by Kampa, made a motion to sign aeration permits. All Managers voted aye.
Engineer Wenck distributed and explained the potential grant applications for CRWD.
Administrator Anderson, assisted by Cole Loewen, conducted a Power Point presentation that reviewed the CRWD Watershed Management Plan Revision 3 and pictures showing activities of the CRWD.
Assistant Administrator Loewen reviewed the following:
1. Public Employees Retirement Account Resolution.
2. Al Wolff drawing of proposed ponds.
3. Draft CRWD By-laws.
4. Explained his schedule of meetings and contacts.
Motion #10-09-7: Brunsell, seconded by Risberg, made a motion to approve the Public Employees Retirement Account Resolution. Managerís Brunsell, Kampa, Risberg, and Schiefelbein voted aye. Manager Froyen abstained. The motion carried.
Motion #10-09-8: Kampa, seconded by Froyen, made a motion to submit the Shoreland Protection Resolution to the Minnesota Association of Watershed Districts. All Managers voted aye.
Engineer Wenck distributed and explained the design of the Willow Creek Stormwater Reuse Initiative.
Motion #10-09-9: Froyen, seconded by Kampa made a motion to award the bid for the Willow Creek Stormwater Reuse Initiative to Kuechle Underground. All Managers voted aye.
Motion #10-09-10: Schiefelbein, seconded by Kampa made a motion to adopt the 2011 CRWD Budget as presented at the Public Hearing earlier in the meeting. All Managers voted aye.
Motion #10-09-11: Froyen, seconded by Kampa made a motion to amend the 1980 Project. All Managers voted aye.
Administrator Anderson informed the managers that the MPCA has removed their gauging equipment at the Fairhaven Bridge.
Motion #10-09-12: Froyen, seconded by Kampa made a motion to adjourn. All Managers voted aye.
