Board of Managers Meeting
October 13, 2010 - 7:00PM
Annandale Middle School, Annandale, MN

Board Chairman Brunsell called the regular meeting to order at 7:00pm. Manager’s Bob Schiefelbein, Mark Kampa, Roland Froyen, Marvin Brunsell, and Jerry Risberg were present. Others in attendance were Meeker County Commissioner Wally Strand, Engineer Rebecca Kluckhohn, Bill Spies, Beverly Spies, Mary Kay Shir, Bob Rowbottom, Lois Rowbottom, Jack Mayala, Jeff Hagg, Kevin Kloeppner, Cole Loewen, Administrator Merle Anderson, and Assistant Administrator Dennis Loewen.

Motion #10-10-1: Kampa, seconded by Risberg, made a motion to adopt the Agenda. All Managers voted aye.

Manager Brunsell opened the Public Hearing for the 2010 Delinquent Utility Accounts. No account holders were present.

Motion #10-10-2: Kampa, seconded by Schiefelbein, made a motion to close the Public Hearing. All Managers voted aye.

Delinquent Utility Accounts to be certified to the County Auditor will be determined at the CRWD October 27th Work Session.

Motion #10-10-3: Kampa, seconded by Risberg, made a motion to adopt the Consent Agenda. All Managers voted aye.

School Section Lake residents expressed concern regarding the current lake level and outflow of School Section Lake. Assistant Administrator Loewen and other CRWD staff will meet with School Section Lake residents on Saturday, October 16, 2010 to more fully understand the lake level situation.

Bill Spies, Beverly Spies, Mary Kay Shir, Bob Rowbottom, Lois Rowbottom, and Jack Mayala left the meeting at 7:37pm.

Motion #10-10-4 Risberg, seconded by Schiefelbein, made a motion to pay bills. All Managers voted aye.

Motion #10-10-5: Froyen, seconded by Kampa, made a motion to adopt and authorize signature on the revised CRWD By-Laws. All Managers voted aye.

Engineer Kluckhohn and Kevin Kloeppner distributed and explained their recommendations for changes to the secondary treatment performance of the Clearwater Harbor and Hidden River Wastewater Treatment Systems.

Motion #10-10-6: Froyen, seconded by Risberg, made a motion to bypass the sand filters at Clearwater Harbor and Hidden River Wastewater Treatment Systems for a rest period after which time rejuvenation of and status of the sand filters and drain fields of the systems will be assessed . All Managers voted aye.

Kevin Kloeppner left the meeting at 8:27pm.

Assistant Administrator Loewen reviewed the following:
1. Willow Creek Initiative status.
2. 1980 Project formula for assessment.
3. Conservation Corps Minnesota potential grant.
4. NPDES training.

Motion #10-10-7: Risberg, seconded by Froyen, made a motion to apply for Conservation Corps Minnesota 2011 Grant. All Managers voted aye.

Motion #10-10-8: Schiefelbein, seconded by Kampa, made a motion authorize Assistant Administrator Loewen’s attendance at the NPDES training. All Managers voted aye.

Manager Kampa indicated that bog activity near bridges is being handled by Wright County.

Manager Froyen suggested that the CRWD Administration develop a list of suggestions as to how CRWD Managers could respond to the Wastewater Task Force recommendations.

Jeff Hagg, resident of Clearwater Harbor thanked the CRWD Managers for their continuing attention to the wastewater treatment system.

Manager Schiefelbein suggested that the CRWD seek United States Department of Agriculture and other incentive funding for the CRWD fertilizer program.

Motion #10-10-9: Schiefelbein, seconded by Kampa made a motion to adjourn. All Managers voted aye.
