Board of Managers Meeting
January 12, 2011 - 7:00PM
Annandale Middle School, Annandale, MN

Board Chairman Brunsell called the regular meeting to order at 7:00pm. Managerís Bob Schiefelbein, Mark Kampa, Roland Froyen, Marvin Brunsell, and Jerry Risberg were present. Others in attendance were Meeker County Commissioner Wally Strand, Engineer Norm Wenck, Wright County Commissioner Rose Thelen, Harlan and Gin Freund, Jim and Anita Vossen, David Larsen, Joe Jacobs, Brian and Jan Templin, Rick Miessen, Jeff Hagg, Administrator Merle Anderson, and Assistant Administrator Dennis Loewen.

Motion #11-01-1: Kampa, seconded by Risberg, made a motion to adopt the Agenda. All Managers voted aye.

Board Chairman Brunsell opened the Public Hearing to consider cleanout of the Lake Augusta Channel West. Engineer Wenck reviewed the engineering plan for the project. Assistant Administrator Loewen read into the record a letter from Rick Miessen. Brian and Jan Templin and Rick Miessen suggested that a sediment trap be installed at the end of the culvert, which is the outlet for the Lake Augusta Erosion Control Structure. Manager Kampa suggested that the sediment bar in Lake Augusta, at the outlet of the channel to be cleaned, be also removed.

Motion #11-01-2: Froyen, seconded by Kampa made a motion to continue the Public Hearing for the proposed Lake Augusta Channel West cleanout project until the January 26, 2011 CRWD Work Session. All Managers voted aye.

Rick Miessen, Brian and Jan Templin, left the meeting at 7:49pm.

David Larsen, Cedar Lake Conservation Club, explained interest of club members to begin a Eurasian Milfoil control program on Cedar Lake. Eurasian Milfoil has been observed between the Department of Natural Resources public access on Wright County Road 6 and the Wright County Park. Mr. Larsen asked the CRWD Board of Managers for their support. CRWD Administrator Anderson and Mr. Larsen will communicate regarding a process to assist the club in their effort. Joe Jacobs, Wright County Soil & Water Conservation District, offered to assist the Cedar Lake Conservation Club map the area of Eurasian Milfoil in Cedar Lake.

David Larsen left the meeting at 8:08pm.

Jim and Anita Vossen, Harlan and Gin Freund of Restawhile Shores Development, requested the CRWD Board of Managers to answer the question, "Is the development agreement for Restawhile Shores still in effect?" Manager Froyen explained that the development agreement is still in effect.

Jim and Anita Vossen, Harlan and Gin Freund, left the meeting at 8:30pm.

Motion #11-01-3: Schiefelbein, seconded by Risberg, made a motion to adopt the Consent Agenda. All Managers voted aye.

Motion #11-01-4 Schiefelbein, seconded by Kampa, made a motion to pay bills. All Managers voted aye.

Assistant Administrator Loewen explained that the Willow Creek Stormwater Initiative is 80% complete with the balance to be completed in the spring of 2011. Mr. Loewen also mentioned that the Conservation Corps Minnesota will provide 60 days of labor for Clearwater River bank stabilization in 2011.

Engineer Wenck distributed and reviewed the 2010 Water Quality Monitoring Report.

Motion #11-01-5: Schiefelbein, seconded by Froyen, made a motion to receive the 2010 Water Quality Monitoring Report. All Managers voted aye.

Assistant Administrator Loewen asked the Managers to consider rough fish seining on Henshaw Lake. Mr. Loewen will request that the Department of Natural Resources conduct an oxygen test on Henshaw Lake.

Administrator Anderson reported that easement documents have been provided to Cory Meierhofer for signature.

Manager Schiefelbein reported that Commercial Fisherman Ken Seeman removed 70,000 lbs. of carp from Lake Betsy in late 2010.

Motion #11-01-6: Schiefelbein, seconded by Froyen, made a motion to adjourn. All Managers voted aye.
