Board of Managers Meeting
February 9, 2011 - 7:00PM

Board Chairman Brunsell called the regular meeting to order at 7:00pm. Managerís Bob Schiefelbein, Mark Kampa, Roland Froyen, Marvin Brunsell, and Jerry Risberg were present. Others in attendance were Meeker County Commissioner Wally Strand, Engineer Rebecca Kluckhohn, Joe Jacobs, Cole Loewen, Administrator Merle Anderson, and Assistant Administrator Dennis Loewen.
Motion #11-02-1: Risberg, seconded by Schiefelbein, made a motion to adopt the Agenda. All Managers voted aye.
Motion #11-02-2: Risberg, seconded by Schiefelbein, made a motion to adopt the Consent Agenda. All Managers voted aye.
The operation of Restawhile Shores Wastewater Treatment System was discussed. Stearns County is the permitting authority for the system.
Motion #11-02-3: Schiefelbein, seconded by Kampa, made a motion to pay bills. All Managers voted aye. - Disbursements
Engineer Kluckhohn reported that notices have been sent to Lake Augusta West Channel property owners that cleanout of the channel will begin February 14, 2011.
Assistant Administrator Loewen explained a recent request for assistance in closing a manure tank. The CRWD is not able to assist.
Assistant Administrator Loewen explained the following:
1. Corinna Township, Wright County zoning status.
2. Minnesota Association of Watershed Districts Legislative Meeting to be held March 23, 2011.
3. Revised permits for Restawhile Shores and Wandering Ponds Wastewater Treatment Systems.
4. Telemetry needs of the Clearwater Harbor and Hidden River Wastewater Treatment Systems.
Motion #11-02-4: Froyen, seconded by Kampa made a motion to improve telemetry in the Clearwater Harbor and Hidden River Wastewater Treatment Systems. All Managers voted aye.
Administrator Anderson explained the need to survey the Cory Meierhofer easement area and provide Cory with a legal description.
Motion #11-02-5: Froyen, seconded by Schiefelbein, made a motion to secure a cost estimate for survey of the Cory Meierhofer easement area. All Managers voted aye.
Manager Froyen shared his feelings regarding the need for a scientific determination of whether lakeshore property septic systems meet code.
Motion #11-02-6: Froyen, seconded by Risberg, made a motion to initiate the process to monitor septic systems on lakeshore property. Managerís Froyen, Risberg, and Brunsell voted aye. Managerís Kampa and Schiefelbein voted nay. The motion carried.
Engineer Kluckhohn reviewed the 2010 CRWD Water Quality Monitoring Report and presented a 2011 Water Quality Monitoring Program Report for managerís consideration.
Motion #11-02-7: Kampa, seconded by Schiefelbein, made a motion to receive the 2011 Water Quality Monitoring Program Report. All Managers voted aye.
Assistant Administrator Loewen led discussion regarding the CRWD involvement in the Upper Mississippi Water Quality Improvement Project that has Sherburne County as a fiscal agent.
Motion #11-02-8: Froyen, seconded by Risberg, made a motion to request staff to prepare and send a letter to the Elk River Watershed Association to explain the CRWD involvement in the Upper Mississippi Water Quality Improvement Project. All Managers voted aye.
Cole Loewen reported on the Upper Mississippi civic committee meeting.
Administrator Anderson explained the Cedar Lake Conservation Club Eurasian Milfoil Treatment Program for 2011 and their intention to work with the CRWD on this effort in the future. He also outlined an upcoming meeting with the Board of Water and Soil Resources staff, City of Annandale staff, and CRWD staff.
Engineer Kluckhohn has been contacted by the Stearns County Soil and Water Conservation District to team up on rain garden and native buffer installations using grant money that already has been secured.
Motion #11-02-9: Kampa, seconded by Risberg, made a motion to adjourn. All Managers voted aye.
