WORK SESSION OFFICIAL MINUTES
Clearwater River Watershed District

February 23, 2011 – 7:00PM
Manager Brunsell called the CRWD Work Session to order at 7:00pm. Manager’s Brunsell, Kampa, and Schiefelbein were present. Manager’s Risberg and Froyen were absent. Also in attendance were Cole Loewen, Assistant Administrator Loewen, and Administrator Anderson.
Motion #WS11-02-1: Motion Kampa, seconded by Schiefelbein to adopt the Agenda. All Managers voted aye.
The CRWD Board of Managers reviewed the Proposed 2011 Water Quality Monitoring Program Memorandum dated February 9, 2011 developed by Wenck Engineering, Inc.
Motion #WS11-02-2: Motion Schiefelbein, seconded by Kampa to authorize the basic monitoring program at a cost of $24,000 from the Data Acquisition Fund; Task 1, at a cost of $1,600, to be split between the Kingston Wetland Grant and the Cedar Lake Project 06-1 Fund; and Task 2, at a cost of $16,500, with the equipment to be purchased from the Data Acquisition Fund and the balance to be paid from the 1980 Maintenance Fund. All Managers voted aye.
The process for septic system monitoring on lakeshore property was discussed.
Motion #WS11-02-3: Motion Schiefelbein, seconded by Kampa to authorize Otto Engineering to survey the boundary of the Cory Meierhofer easement. All Managers voted aye.
Cole Loewen reported that the Civic Engagement Committee for the Mississippi/Saint Cloud Watershed is seeking stakeholders who are willing to be informed and involved in water quality improvement in the watershed. He also informed the Managers that no contract with the Elk River Watershed Association will be needed.
Administrator Anderson explained that preliminary CRWD Citizenship Dinner and Tour plans include a visit to properties of Annandale School District, Allison, Driver, Risberg, City of Kimball, and the Conservation Corps Minnesota project area.
Motion #WS11-02-4: Motion Schiefelbein seconded Kampa to pay bills. All Managers voted aye.
Assistant Administrator Loewen reviewed the following:
1. Interest rate for the Lake Augusta West Channel Cleanout – no action taken.
2. Lake Augusta West Channel Cleanout – began today.
3. Minnesota Association of Watershed Districts Legislative Breakfast Update.
4. Annandale Expo Work Schedule.
5. Minnesota Association of Watershed Districts Summer Tour.
6. Utility Billing.
7. Annual Report.
Motion #WS11-02-5: Motion Schiefelbein, seconded by Kampa to authorize Kloeppner contract for services for Restawhile Shores Wastewater Treatment System. All Managers voted aye.
Administrator Anderson mentioned that on March 9, 2011 he, Dennis Loewen, and Jason Weinerman, Board of Water and Soil Resources staff will meet with representatives of the City of Annandale and Annandale School District to discuss future plans for water quality improvement.
Motion #WS11-02-6: Motion Kampa, seconded by Schiefelbein to adjourn the meeting. All Managers voted aye.
