Manager Brunsell called the CRWD Work Session to order at 7:00pm. Manager’s Brunsell, Kampa, Risberg, Froyen, and Schiefelbein were present. Also in attendance were Lois and Bob Rowbottom, Bill and Bev Spies, Mary Kay Shir, Darlene Way, Jack Mayala, Cole Loewen, Assistant Administrator Loewen, and Administrator Anderson.

Motion #WS11-04-1: Motion Risberg, seconded by Froyen to adopt the Agenda after including a presentation by residents of School Section Lake. All Managers voted aye.

Residents of School Section Lake requested that the CRWD Board of Managers seek a way to alleviate the rising water in School Section Lake.

Motion #WS11-04-2: Motion Froyen, seconded by Schiefelbein to contact the Department of Natural Resources requesting a temporary emergency draw down of School Section Lake. All Managers voted aye.

Lois and Bob Rowbottom, Bill and Bev Spies, Mary Kay Shir, Darlene Way, and Jack Mayala left the meeting at 7:20pm.

Assistant Administrator Loewen indicated that no arrangements have been made to meet with other watershed districts.

Administrator Anderson reviewed the CRWD Citizenship Breakfast/Tour and will update information each month.

Administrator Anderson related that Wes Boll of Wenck Associates, Inc. is working with Otto Engineering to finalize the Cory Meierhofer easement survey.

Manager Froyen outlined key findings in a Minnesota Water Sustainability Framework document. The document outlined various areas of need in wastewater treatment in Minnesota.

Motion #WS11-04-3: Motion Kampa, seconded by Froyen to request CRWD staff to obtain details for DNA testing of surface water in the CRWD. All Managers voted aye.

Motion #WS11-04-4: Motion Froyen to inquire from Wenck Associates, Inc. whether inspection of individual wastewater systems is worthwhile doing. The motion failed for lack of a second.

Independent Contractor Contracts were discussed.

Motion #WS11-04-5: Motion Kampa, seconded by Schiefelbein to pay bills. All Managers voted aye.

Assistant Administrator Loewen reviewed the following:
1. Lake Augusta Channel West construction restoration has begun.
2. Water quality monitoring is proceeding as scheduled.
3. Distributed a petition from COLA requesting not to be involved in fish trap activities.
4. Distributed a request for information from the Minnesota Board of Water and Soil Resources regarding the Restawhile Shores Wastewater Treatment System Operation.
5. Contacting the Minnesota Pollution Control Agency requesting bypass of the sand filter at Clearwater Harbor Wastewater Treatment System.
6. Distributed test net results for Henshaw Lake.

Motion #WS11-04-6: Motion Schiefelbein, seconded by Kampa to authorize managers and staff attendance at the Minnesota Association of Watershed Districts Summer Tour. All Managers voted aye.

Motion #WS11-04-7: Motion Kampa, seconded by Schiefelbein to adjourn the meeting. All Managers voted aye.
