Board of Managers Meeting
May 11, 2011 - 7:00PM
Annandale Middle School, Annandale, MN
Board Chairman Brunsell called the regular meeting to order at 7:00pm. Managerís Bob Schiefelbein, Marvin Brunsell, Jerry Risberg, and Mark Kampa were present. Manager Roland Froyen was absent. Others in attendance were Wright County Commissioner Rose Thelen, Meeker County Commissioner Wally Strand, Engineer Norm Wenck, Joe Jacobs, Cole Loewen, Administrator Merle Anderson, and Assistant Administrator Dennis Loewen.
Motion #11-05-1: Kampa, seconded by Risberg, made a motion to adopt the Agenda. All Managers voted aye.
Motion #11-05-2: Kampa, seconded by Schiefelbein, made a motion to adopt the Consent Agenda. All Managers voted aye.
Motion #11-05-3: Kampa, seconded by Schiefelbein, made a motion to pay bills. All Managers voted aye. - Disbursements
Engineer Wenck and Assistant Administrator Loewen presented
1. School Section Outlet
A. Department of Natural Resources allowed removal of 12" of weir.
B. Engineer Wenck will develop an engineerís report for changes to the outlet.
2. Willow Creek/Kimball
A. Revised Raingarden plant list has been developed.
B. Sed Basin is working well.
3. Segner Ponds
A. Fish trap construction is a possibility.
B. Diversion repair has been completed.
4. Kingston Wetland
A. Water quality sampling has begun.
B. Survey of the wetland has started.
C. Wetland will be modeled during 2011.
5. Fertilizer Program
A. Grant application is ready for manager review.
Motion #11-05-4: Kampa, seconded by Risberg, made a motion to contract with Commercial Fisherman Ken Seeman to manage the fish trap along Hwy 55 per contract for $,5000 for 2011. Funded by 1980 Maintenance Funds. All Managers voted aye.
Motion #11-05-5: Kampa, seconded by Risberg, made a motion that the CRWD has no conflict of interest in the fertilizer program grant application and authorized Chairmanís signature on that application. All Managers voted aye.
Assistant Administrator Loewen reported that bogs have been removed from the Grass Lake Dam and the bridge on Wright County Rd 144; and that the Conservation Corps Minnesota will return on Monday to work on stabilizing the Clearwater River banks.
Cole Loewen explained that the CRWD station at Wright County 5th Grade Day was very successful.
Administrator Anderson reviewed the following:
1. BWSR review of the CRWD Watershed Plan will take place June 15th in Bemidji.
2. Cedar Lake vegetation control petition signatures are nearing the required number.
3. The Cory Meierhofer easement survey and description is ready.
4. Numerous calls have been received from Pleasant Lake residents regarding the gate on the outlet being closed.
5. BWSR Dispute Resolution Committee is unable to make comments or recommendations on the Restawhile Shores residentís request.
Assistant Administrator Loewen indicated that he has been made aware of erosion along Meeker County Rd 17. Mr. Loewen will contact Meeker County staff inquiring if the CRWD can assist in augmenting the erosion control.
Engineer Wenck reported that the Lake Augusta Channel construction restoration is complete.
Administrator Anderson will attend the Pleasant Lake Association meeting on Saturday, May 21st.
Assistant Administrator Loewen presented information on DNA testing of water and that he will be attending the Cedar Lake Conservation Club meeting on June 18th.
Cole Loewen reviewed proposed CRWD website updates.
Joe Jacobs, Wright County SWCD staff, announced that Wright County now has a coalition of lake associations.
Motion #11-05-6: Risberg, seconded by Kampa, made a motion to adjourn. All Managers voted aye.
