WORK SESSION OFFICIAL MINUTES
Clearwater River Watershed District
Kimball City Hall – Kimball, Minnesota
May 25, 2011 – 7:00PM
Manager Brunsell called the CRWD Work Session to order at 7:00pm. Manager’s Brunsell, Kampa, Risberg, Froyen, and Schiefelbein were present. Also in attendance were Cole Loewen, Assistant Administrator Loewen, and Administrator Anderson.
Motion #WS11-05-1: Motion Risberg, seconded by Kampa, to adopt the Agenda after moving septic system discussion to Number 2.5 on the Agenda and reversing Numbers 7 and 9 on the Agenda. All Managers voted aye.
Manager Froyen reminded the Board of Managers of the CRWD Wastewater Task Force recommendations. The result of the discussion was that the Board chose not to pursue septic system inspections; however, the recommendations of the Task Force have been forwarded to counties and townships.
Motion #WS11-05-2: Motion Schiefelbein, seconded by Risberg, to adopt the Lake Augusta West Channel assessment. Prepayments will be allowed until July 1, 2011 with the assessment bearing a 3% interest rate beginning July 1, 2011. All Managers voted aye.
Administrator Anderson reported that plans for the August 20, 2011 CRWD Citizenship Breakfast and Tour will be finalized and presented to the managers at the June 2011 CRWD regular meeting.
Administrator Anderson indicated that he has presented the Cory Meierhofer easement survey to the property owner for his and others review.
Assistant Administrator Loewen mentioned that Meeker County Engineer Ron Mortensen is working with the Department of Natural Resources regarding the Meeker County Road 17 erosion issue.
Motion #WS11-05-3: Motion Risberg, seconded by Kampa, to pay bills. All Managers voted aye.
Assistant Administrator Loewen reported on the following:
1. Watkins Isolation Unit culvert replacement.
2. Clearwater Harbor Wastewater Treatment sand filter is being bypassed.
3. School Section Lake outlet is operating.
4. Kimball Raingarden planting will be completed this fall.
5. The audit office visit has been completed.
Motion #WS11-05-4: Motion Schiefelbein, seconded by Kampa, to replace the corrugated metal pipe with antivortex collar and fix two washouts in the berm at the Watkins Isolation Unit, funded by 1980 Maintenance Fund. All Managers voted aye.
Motion #WS11-05-5: Motion Risberg, seconded by Kampa, to revise Commercial Fisherman Ken Seeman’s contract to be $6,000 for operation of the Highway 55 fish trap and a fish trap on Segner Ponds. Cost is to be split between 1980 Maintenance Fund and Project 06-1 Maintenance Fund, based on pounds of rough fish removed. All Managers voted aye.
Assistant Administrator Loewen also reported on the
1. Live stakes placed for erosion control in the Clearwater River by the CCM are sprouting.
2. Cole Loewen will attend the Mississippi/Saint Cloud Watershed meeting.
3. The water level at Highway 55 rose 26 inches after the recent rains.
Cole Loewen reviewed the CRWD website home page layout.
Administrator Anderson explained that he and Assistant Administrator Loewen met with representatives of the Cedar Lake Conservation Club who presented the CRWD with a petition.
Motion #WS11-05-6: Motion Froyen, seconded by Risberg, to receive the Cedar Lake Conservation Club Aquatic Invasive Species of Plant Vegetation Petition. The petition requests a $20,000 assessment with a budget request by the Club in July of each year, beginning in 2011. The assessment applies to Cedar Lake riparian lots only. All Managers voted aye.
Motion #WS11-05-7: Motion Kampa, seconded by Risberg, to sign contracts for Assistant Administrator Loewen and Administrator Anderson. All Managers voted aye.
Motion #WS11-05-8: Motion Kampa, seconded by Risberg, to adjourn the meeting. All Managers voted aye.
