Board of Managers Meeting
June 8, 2011 - 7:00PM

Board Chairman Brunsell called the regular meeting to order at 7:00pm. Managerís Bob Schiefelbein, Marvin Brunsell, Jerry Risberg, Roland Froyen, and Mark Kampa were present. Others in attendance were Wright County Commissioner Rose Thelen, Meeker County Commissioner Wally Strand, Engineer Norm Wenck, Joe Jacobs, Jerry Finch, Pat Marohn, Cole Loewen, Administrator Merle Anderson, and Assistant Administrator Dennis Loewen.
Motion #11-06-1: Kampa, seconded by Schiefelbein, made a motion to adopt the Agenda. All Managers voted aye.
Motion #11-06-2: Kampa, seconded by Risberg, made a motion to adopt the Consent Agenda. All Managers voted aye.
Motion #11-06-3: Froyen, seconded by Schiefelbein, made a motion to receive the financial report. All Managers voted aye.
Motion #11-06-4: Kampa, seconded by Risberg, made a motion to pay bills. All Managers voted aye.
Assistant Administrator Loewen reviewed the following:
1. Will soon receive a quote for repairs at the Watkins Isolation Unit.
2. 4,500 pounds of rough fish were removed from the Hwy 55 fish trap.
3. 4,800 pounds of rough fish were removed from Segner Ponds.
4. Clearwater Harbor Wastewater Treatment System lift stations are scheduled to be cleaned.
5. 254 Battle Road sewer needs to be hooked up.
Jerry Finch, CRWD Advisory Committee Member and Lynden Township Supervisor, informed the managers that more than one camper was using the sewer hook-up on Alder Road.
Motion #11-06-5: Schiefelbein made a motion to hook up the sewer at 254 Battle Road. Manager Schiefelbein withdrew the motion.
Motion #11-06-6: Froyen, seconded by Risberg, made a motion to contract for hooking up the sewer at 254 Battle Road. Managers Froyen and Kampa voted aye. Managers Risberg, Brunsell, and Schiefelbein voted nay. The motion failed.
Pat Marohn, resident of Pleasant Lake, explained the high water level on Pleasant Lake. Administrator Anderson responded that the permit that covers the gated outlet that the CRWD maintains on Pleasant Lake cannot be opened until the water level at the Grass Lake Dam lowers another six inches.
Engineer Wenck reviewed the 2011 CRWD Project Inspection Report.
Motion #11-06-7: Kampa, seconded by Froyen, made a motion to receive the 2011 CRWD Project Inspection Report and to request quotes for needed repairs. All Managers voted aye.
Engineer Wenck reviewed an engineering concept of the School Section Lake outlet revision.
Wright County Commissioner Thelen informed the CRWD Board of Managers of the upcoming Point of Sale Septic System Certification Ordinance Public Hearing in Wright County. Board Chairman Brunsell appointed Managerís Froyen and Kampa to attend and testify.
Assistant Administrator Loewen updated the following:
1. Cole Loewen to attend the Mississippi/Saint Cloud Watershed meeting.
2. His Willow Creek presentation to the Kimball Future Farmers of America.
3. Need for Wright County Highway Department to coordinate all support services when removing bogs at the Wright County 144 Bridge.
4. Need for decision regarding Kingston Wetland work should the State of Minnesota no longer exist after July 1, 2011.
5. Clear Lake Property Owners assistance request with bog removal.
Administrator Anderson announced that he provided information for news articles in the Annandale Advocate and the Saint Cloud Times. He also indicated that he will be visiting with Mark Allison of Restawhile Shores Development.
Meeker County Commissioner Strand asked for and received an update on the Meeker County Road 17 erosion control effort.
Wright County Commissioner Thelen informed the managers that Wright County Bike and Walking Path maps are online, that various lakes have requested no wake zones due to high water, and that Family Day at Bertrum Lake will be June 11.
Engineer Wenck reviewed the schedule for the Cedar Lake Conservation Club AIS Petition action.
Motion #11-06-8: Kampa, seconded by Froyen, made a motion to request Attorney Weinbergerís opinion on the Cedar Lake Conservation Club AIS Petition and request Engineer Wenckís Feasibility Report on the Project. All Managers voted aye.
Motion #11-06-9: Kampa, seconded by Risberg, made a motion to send Assessment Hearing Notices to the Lake Augusta West Channel Clean-out property owners allowing pre-payment of assessment until August 1, 2011. All Managers voted aye.
Motion #11-06-10: Risberg, seconded by Froyen, made a motion to hook up the sewer at 254 Battle Road and to seek quotes for abandoning the existing septic tanks. Managerís Risberg, Froyen, Kampa, and Schiefelbein voted aye. Manager Brunsell voted nay. The motion carried.
Manager Froyen pointed out that his testimony at the Wright County Point of Sale Ordinance Hearing would be the CRWD Task Force Recommendation.
Manager Brunsell attended the Clearwater Lake Property Owners meeting on June 4, 2011. He also mentioned that a property owner who lives downstream from Wiegand Lake indicated that a 30" tree has fallen into the Clearwater River near 166th Street and feels the tree should be removed.
Motion #11-06-11: Schiefelbein, seconded by Froyen, made a motion to adjourn. All Managers voted aye.
