Board of Managers Meeting
August 10, 2011 - 7:00PM
Annandale Middle School, Annandale, MN

Board Chairman Brunsell called the regular meeting to order at 7:00pm. Managerís Marvin Brunsell, Jerry Risberg, Roland Froyen, and Mark Kampa were present. Manager Bob Schiefelbein was absent. Others in attendance were Wright County Commissioner Rose Thelen, Meeker County Commissioner Wally Strand, Bob and Lois Rowbottom, Jack Mayala, Bill Spies, Joe Jacobs, Nate Osmundson, Engineer Norm Wenck, Cole Loewen, Administrator Merle Anderson, and Assistant Administrator Dennis Loewen.

Motion #11-08-1: Kampa, seconded by Risberg, made a motion to adopt the Agenda. All Managers voted aye.

Administrator Anderson administered the Oath of Office to Jerry Risberg, who was reappointed as Manager of the CRWD by Stearns County Board of Commissioners for a three-year term that expires August 13, 2014.

Residents of School Section Lake extended their thanks and appreciation for Dennis Loewenís assistance in maintenance and operation of the School Section Lake Outlet. They also expressed their hope that the School Section Lake level be lowered to normal levels as soon as possible.

Bob and Lois Rowbottom, Jack Mayala, and Bill Spies left the meeting at 7:14pm.

Nate Osmundson, Kimball City Council Member, addressed the CRWD Board of Managers with the City of Kimballís stormwater concerns and expressed a willingness to work with the CRWD in addressing stormwater issues. Engineer Wenck distributed and explained a conceptual plan to address stormwater issues in Kimball.

Nate Osmundson left the meeting at 7:30pm.

Motion #11-08-2: Froyen, seconded by Kampa, made a motion to apply for grants to fund Kimball Stormwater Phase II Initiatives. All Managers voted aye.

Motion #11-08-3: Kampa, seconded by Risberg, made a motion to adopt the Consent Agenda. All Managers voted aye.

Motion #11-08-4: Risberg, seconded by Kampa, made a motion to pay bills. All Managers voted aye.

Assistant Administrator Loewen reported on the following:

  1. Notices for Cedar Lake Aquatic Invasive Species have been posted and mailed.
  2. Stearns County no-wake zone Public Hearing will be August 16, 2011 with Board Chairman Brunsell to attend.
  3. BWSR grant application meeting report.
  4. Kingston Wetland Restoration Contract status.
  5. Public Notice for 2012 CRWD Proposed Budget.

Engineer Wenck reviewed grant application possibilities based on the grant project memo list.

Motion #11-08-5: Kampa, seconded by Froyen, made a motion to institute a CRWD Rule for no-wake zones. Board Chairman Brunsell laid Motion #11-08-5 on the table.

Manager Froyen removed Motion #11-08-5 from the table.

When put to a vote, the motion failed with Manager Kampa voting aye, Managerís Brunsell, Froyen and Risberg voting nay.

Motion #11-08-6: Froyen, seconded by Risberg, made a motion send a letter from the CRWD to Stearns County Board of Commissioners encouraging them to adopt a no-wake ordinance in Stearns County. All Managers voted aye.

Assistant Administrator Loewen reported on the following:

    1. Highway 55 fish trap usage and in-lake seining.
    2. Segner Ponds carp trap.
    3. Conservation Corps MN bank stabilization progress.

Motion #11-08-7: Froyen, seconded by Risberg, made a motion to submit grant applications for Lake Betsy Hypolimnetic Withdrawal, Watkins Stormwater Impoundment, and Kimball Stormwater Phase II. All Managers voted aye.

Motion #11-08-: Froyen, seconded by Risberg, made a motion to reaffirm the CRWD intention to install a v-notch weir on the Cory Meierhofer property after easement signatures have been received. All Managers voted aye.

Assistant Administrator Loewen reminded everyone of the CRWD Tour to be held August 20, 2011.

Manager Kampa indicated that a large bog on Clearwater Lake will be staked in place.

Manager Risberg mentioned that he has received several contacts from residents inquiring about septic system operation during high water situations.

Meeker County Commissioner Strand requested clarification as to whether or not control of zebra mussels would be included in the aquatic invasive species project.

Wright County Commissioner Thelen stated that Wright County has adopted additional language in their wastewater treatment ordinance that includes which systems will be inspected during a Point of Sale transfer.

Wright County Commissioner Thelen thanked Assistant Administrator Loewen for all of his assistance in providing information for the no-wake zone debate.

Cole Loewen has completed about 75% of the CRWD website upgrade.

Joe Jacobs, Wright Soil and Water Conservation District, stated that some lakes do not have staff gauges. Assistant Administrator Loewen responded by saying that the Grass Lake Dam, the Fairhaven Dam, and the Cedar Lake Outlet are reference points for his use.

Motion #11-08-9: Kampa, seconded by Risberg, made a motion to adjourn. All Managers voted aye.
