WORK SESSION OFFICIAL MINUTES
Clearwater River Watershed District

August 24, 2011 – 7:00PM
Manager Risberg called the CRWD Work Session to order at 7:00pm. Manager’s Roland Froyen, Jerry Risberg, Mark Kampa, and Bob Schiefelbein were present. Also in attendance were Ben Drews, Clint Olson, Ken Seeman, Cole Loewen, Administrator Merle Anderson, and Assistant Administrator Dennis Loewen.
Motion #WS11-08-1: Motion Froyen, seconded by Kampa, to adopt the Agenda. All Managers voted aye.
Ben Drews provided an overview of and submitted a petition to the CRWD Board of Managers that provides for control of aquatic invasive species on the Chain of Lakes, namely Lake Louisa, Lake Marie, and Lake Caroline. This petition is on file at the CRWD office.
Motion #WS11-08-2: Motion Froyen, seconded by Kampa, to accept the petition from residents of Lake Louisa, Lake Marie, and Lake Caroline and order the Engineer’s Report. All Managers voted aye.
Clint Olson, resident of Beachwood Road, inquired about closing off the culvert near his property. Assistant Administrator Loewen will seek permission from Stearns County to close the culvert under County Road 44 near the Olson property.
Clint Olson left the meeting at 7:35pm.
Assistant Administrator Loewen explained the need to have an agreement with Wright County as it pertains to bog removal from the bridge over the Clearwater River on Wright County Road 144.
Manager Schiefelbein arrived at 7:40pm.
Ken Seeman, Commercial Fisherman, suggested that a rough fish removal plan could include seining lakes during ice in and using the fish trap on Highway 55 during ice out.
Motion #WS11-08-3: Motion Froyen, seconded by Schiefelbein, to seine Lake Louisa, Lake Marie, Union Lake, Scott Lake, and Lake Betsy during ice in, analyze those results, and then consider operating the fish trap along Highway 55. All Managers voted aye.
Ken Seeman left the meeting at 8:05pm.
Motion #WS11-08-4: Motion Schiefelbein, seconded by Kampa, to adopt the CRWD 2012 Proposed Budget and order publication of the proposed budget. All Managers voted aye.
Ben Drews left the meeting at 8:10pm.
Motion #WS11-08-5: Motion Kampa, seconded by Schiefelbein, to pay bills. All Managers voted aye.
Assistant Administrator Loewen advised the CRWD Board of Managers to keep current on the Asian Carp migration.
Manager Kampa requested that the CRWD Board of Managers consider establishing a rule that enforces a "no wake" condition on lakes when the water level is 6" above the Ordinary High Water level or higher. No action was taken.
Motion #WS11-08-6: Motion Schiefelbein, seconded by Froyen, to include a letter with the next utility billing indicating to residents that CRWD data shows an increase in the flow in the District’s sewer system. The letter should also discourage discharge from sump pumps into the sanitary sewer system. All Managers voted aye.
Assistant Administrator Loewen confirmed that the Clear Lake Property Owners will contribute $16,500 towards the Cory Meierhofer v-notch weir.
Motion #WS11-08-7: Motion Froyen, seconded by Schiefelbein, to transfer $41,804.23 from the CRWD General Fund to the cleanout of Lake Augusta Channel West Account. All Managers voted aye.
Motion #WS11-08-8: Motion Froyen, seconded by Schiefelbein, to authorize a vegetation inventory on Swartout Lake. All Managers voted aye.
Motion #WS11-08-9: Motion Kampa, seconded by Schiefelbein, to adjourn the meeting. All Managers voted aye.
