Board of Managers Meeting
October 26, 2011 - 7:00PM
Annandale Middle School, Annandale, MN

Chair Schiefelbein called the CRWD Work Session to order at 7:00pm. Manager's Dave Wagner, Jerry Risberg, Mark Kampa, Roland Froyen, and Bob Schiefelbein were present. Also in attendance were Cole Loewen, Administrator Merle Anderson, and Assistant Administrator Dennis Loewen. Attendees at the Aquatic Invasive Species Public Hearing are listed on a sign-up sheet on file in the CRWD office.

Motion #WS11-10-1: Motion Risberg, seconded by Wagner, to adopt the Agenda. All Managers voted aye.

Motion #WS11-10-2: Motion Froyen, seconded by Wagner, to adopt the Amended Agenda that moves Item #9 to #3.5, add Advisory Committee Appointment as Item #9, and Mississippi Launch Meeting Report as #10. All Managers voted aye.

Chair Schiefelbein opened the Aquatic Invasive Species Project No. 11-02 Public Hearing for Lakes Louisa and Marie.

Ben Drewes, property owner and lead representative of the Aquatic Invasive Species Project No. 11-02, explained that this Public Hearing is the next step in the process towards seeking funding for the project. While not all of the details of the project have been defined, it is essential at this point to know if funding will be available for the project.

Assistant Administrator Loewen explained that the role of the CRWD is fiscal agent for the project.

Residents in attendance asked questions about herbicide usage, assessment levels after the initial five-year project is complete, and expected results. Ben Drewes addressed these questions.

Motion #WS11-10-3: Motion Kampa, seconded by Risberg, to close the Public Hearing. All Managers voted aye.

Motion #WS11-10-4: Motion Froyen, seconded by Kampa, to order the Aquatic Invasive Species Project No. 11-02 for Lakes Louisa and Marie. All Managers voted aye.

Administrator Anderson reviewed the Draft Memorandum of Understanding with Restawhile Shores. The CRWD Board of Managers, Jim and Anita Vossen, Harlan and Gin Fruend reviewed the Memorandum. Changes to the document will be incorporated by Administrator Anderson and presented for review at a later date.

Motion #WS11-10-5: Motion Risberg, seconded by Kampa, to delete Parcel #217065000010, owned by Merritt Bartlett, from the 1980 Operation and Maintenance Assessment Roll. All Managers voted aye.

Chair Schiefelbein opened the Delinquent Utility Account Public Hearing.

No public input was received.

Motion #WS11-10-6: Motion Kampa, seconded by Wagner, to close the Public Hearing. All Managers voted aye.

Assistant Administrator Loewen reviewed the following:

  1. Stearns County proposed flood plain and feedlot ordinances.
  2. Elimination of the Stearns County Water Plan Committee.
  3. Interest allocations based on fund balances.
  4. Conservation Corps MN application for 2012 funding has been submitted.
  5. Staff will meet with Meeker County Technical Evaluation Panel on November 3, 2011.

Motion #WS11-10-7: Motion Risberg, seconded by Kampa, to zero out Fund Numbers 245, 234, and 221 and not charge negative interest to the Data Acquisition Fund. All Managers voted aye.

Motion #WS11-10-8: Motion Froyen, seconded by Wagner, to appoint Ron Graham to the CRWD Advisory Committee. All Managers voted aye.

Cole Loewen reported that over 80 people attended the Mississippi/Saint Cloud Watershed Launch Open House. Cole noted that the information presented was very informative and well received by attendees.

Motion #WS11-10-9: Motion Wagner, seconded by Froyen, to pay bills. All Managers voted aye.

Motion #WS11-10-10: Motion Froyen, seconded by Risberg, to authorize funding for beaver removal and beaver dam removal in the Kingston Wetland. All Managers voted aye.

Motion #WS11-10-11: Motion Froyen, seconded by Risberg, to authorize Dennis and Cole Loewen to act as representatives of the CRWD when contacted by the Internal Revenue Service. All Managers voted aye.

Motion #WS11-10-12: Motion Kampa, seconded by Risberg, to adjourn the meeting. All Managers voted aye.
