Clearwater River Watershed District
Board of Managers Meeting
December 14, 2011 - 7:00PM
Annandale Middle School, Annandale, MN

Chair Schiefelbein called the regular meeting to order at 7:00pm. Manager's Dave Wagner, Jerry Risberg, Bob Schiefelbein, and Mark Kampa were present. Others in attendance were Meeker County Commissioner Wally Strand, Joe Jacobs, Harlan and Gin Fruend, Mark Allison, Engineer Norm Wenck, Cole Loewen, Administrator Merle Anderson, and Assistant Administrator Dennis Loewen.

Motion #11-12-1: Kampa, seconded by Wagner, made a motion to adopt the Agenda. All Managers voted aye.

Administrator Anderson reviewed the Memorandum of Agreement for Restawhile Shores. It was agreed upon that rather than pursuing the Memorandum of Agreement, the CRWD will develop for review a document explaining guidelines for Operation & Maintenance of the sewer system and sedimentation ponds at Restawhile Shores Development.

Mark Allison ad Harlan and Gin Fruend left the meeting at 8:20pm.

Motion #11-12-2: Kampa, seconded by Risberg, made a motion to develop a document explaining guidelines for Operation & Maintenance of the sewer system and sedimentation ponds at Restawhile Shores Development. All Managers voted aye.

Motion #11-12-3: Kampa, seconded by Risberg, made a motion to adopt the Consent Agenda All Managers voted aye.

Motion #11-12-4: Kampa, seconded by Risberg, to pay bills. All Managers voted aye.

Motion #11-12-5: Kampa, seconded by Wagner, made a motion to close out account #435. All Managers voted aye.

Assistant Administrator Loewen reviewed the following:

  1. Suggested that 500 CRWD program brochures be printed each year.
  2. Kimball/Willow Creek Stormwater Phase I efforts have been completed.
  3. Segner Ponds repair is complete.
  4. Distributed the Levy Report.
  5. Grant Awards will be announced December 15, 2011.
  6. Scott Wylie has cancelled his request for funding assistance.

Motion #11-12-6: Kampa, seconded by Risberg, made a motion to seek brochure printing proposals. All Managers voted aye.

Motion #11-12-7: Kampa, seconded by Risberg, made a motion to authorize transfer of $12,937.71 from the Special Project Fund to the Kimball/Willow Creek Stormwater Account. All Managers voted aye.

Engineer Wenck distributed the Cory Meierhofer Notch Weir permit application.

Cole Loewen distributed a website update.

Manager Wagner indicated that the new manager session that he attended at the Minnesota Association of Watershed Districts Conference was very helpful.

Cole Loewen attended a mapping, modeling, GIS, and alum application session at the Minnesota Association of Watershed Districts Conference. Information from each of these sessions is available at the CRWD office.

Manager Kampa suggested that the CRWD visit with Stearns County about the installation of a fish barrier at the dam on Stearns County Road 75 near the city of Clearwater.

Engineer Wenck distributed a summary of current grant applications and suggested that the CRWD managers and staff conduct a strategic planning meeting.

Administrator Anderson announced that Manager Froyen resigned from his duties for the CRWD on November 29, 2011.

Manager Kampa presented a proposed cleanout of sediment diagram for Lake Augusta.

Joe Jacobs encouraged everyone in attendance to continue to support the Wright County Coalition of Lake Associations.

Motion #11-12-8: Kampa, seconded by Risberg, made a motion to adjourn. All Managers voted aye.
