WORK SESSION OFFICIAL MINUTES

Board of Managers Meeting
January 25, 2012 - 7:00PM
Kimball City Hall, Kimball, MN

Chair Schiefelbein called the CRWD Work Session to order at 7:00pm. Manager's Dave Wagner, Jerry Risberg, Mark Kampa, Ben Drewes, and Bob Schiefelbein were present. Also in attendance were Cole Loewen, Administrator Merle Anderson, and Assistant Administrator Dennis Loewen.

Motion #WS12-1-1: Motion Kampa, seconded by Wagner, to adopt the Agenda after adding the Administration of the Oath of Office to Manager Drewes. All Managers voted aye.

Administrator Anderson administered the CRWD Oath of Office to Ben Drewes.

Managers and staff reviewed the proposed 2012 Water Quality Monitoring Program.

Motion #WS12-1-2: Motion Wagner, seconded by Kampa, to adopt the 2012 Water Quality Monitoring Program in its entirety. All Managers voted aye.

Assistant Administrator Loewen reviewed Commercial Fisherman, Ken Seeman's rough fish removal proposal.

Motion #WS12-1-3: Motion Risberg, seconded by Kampa, to authorize under ice seining of Lakes Louisa and Marie and open water seining of Lake Henshaw at $2,000 per seine pull and 25 cents per pound of unsaleable rough fish. All Managers voted aye.

Motion #WS12-1-4: Motion Kampa, seconded by Risberg, to pay the Annandale Chamber 2012 dues. All Managers voted aye.

Administrator Anderson reviewed questions submitted in writing by Jim and Anita Vossen regarding CRWD policies and practices for stormwater. A copy of the CRWD response is in the District office.

Cole Loewen reviewed the Board of Water and Soil Resources grant timeframe for funding and oversight.

Assistant Administrator Loewen suggested that two brochures be developed for the CRWD, one to outline the targeted fertilizer program and one to describe the CRWD activities and goals.

Cole Loewen displayed the mapping capabilities of the CRWD website.

Motion #WS12-1-5: Motion Wagner, seconded by Drewes, to pay bills with total disbursements of $4,405.26. All Managers voted aye.

Manager Risberg will contact Stearns County Commissioner Leigh Lenzmeier regarding Asian Carp movement into the Clearwater River.

Motion #WS12-1-6: Motion Kampa, seconded by Risberg, to appoint Tom Bacon to the CRWD Advisory Committee. All Managers voted aye.

Motion #WS12-1-7: Motion Kampa, seconded by Wagner, to authorize a Change Order of $6,000 for soil removal from the Kingston Wetland. All Managers voted aye.

Managers and staff reviewed and discussed the January 3, 2012 Strategic Planning results.

Motion #WS12-1-8: Motion Wagner, seconded by Kampa, to adjourn the meeting. All Managers voted aye.
