WORK SESSION OFFICIAL MINUTES

Board of Managers Meeting
March 28, 2012 - 7:00PM
Kimball City Hall, Kimball, MN

Chair Schiefelbein called the CRWD Work Session to order at 7:00pm. Manager's Dave Wagner, Mark Kampa, Ben Drewes, and Bob Schiefelbein were present. Manager Jerry Risberg was absent. Also in attendance were Cole Loewen, Assistant Administrator Dennis Loewen, and Administrator Merle Anderson.

Motion #WS12-3-1: Motion Kampa, seconded by Drewes, to adopt the Agenda. All Managers voted aye.

Assistant Administrator Loewen distributed the CRWD Advisory Committee Minutes. Focus of the Advisory Committee centers around the CRWD Watershed Management Plan and implementation of that plan. Future activities of the Advisory Committee include feedback on the CRWD Watershed Management Plan, develop a CRWD activity promotion plan, and suggest special project activities. Beginning in 2013, the Advisory Committee may also assist in development of the Board of Water and Soil Resources biennial budget request.

Motion #WS12-3-2: Motion Wagner, seconded by Kampa, to remove Ron Schmidt and Tom Bacon from the CRWD Advisory Committee and appoint Jeff Golden as a CRWD Advisory Committee member. All Managers voted aye.

Assistant Administrator Loewen informed the CRWD Managers of the fact that grid soil sampling and computerized fertilizer application equipment are available at various fertilizer input facilities throughout the District.

Motion #WS12-3-3: Motion Drewes, seconded by Kampa, to contract with Commercial Fisherman Ken Seeman for the operation of rough fish removal from the Highway 55 fish trap and Segner Ponds. All Managers voted aye.

CRWD staff will draft for the CRWD Manager's review, a bog removal policy that includes payment responsibilities.

Motion #WS12-3-4: Motion Wagner, seconded by Kampa, to pay bills with total disbursements of $2,621.09, totaling 10 checks. All Managers voted aye.

Federal stimulus funding opportunities for the CRWD Watershed Management Plan Implementation was discussed.

Motion #WS12-3-5: Motion Wagner, seconded by Kampa, to close out Account #252 with the remaining balance to revert back to the CRWD General Fund. All Managers voted aye.

Motion #WS12-3-6: Motion Wagner, seconded by Drewes, to purchase one display board at a cost of $330, to be paid from the Education Fund. All Managers voted aye.

CRWD staff will present one day at the Wright County 5th Grade Education Days.

Manager Kampa informed the Board that milfoil control permits are issued through the Sauk Rapids Department of Natural Resources office.

Manager Drewes reported that Lakes Louisa and Marie have contracted with PLM for Curly Leaf treatment in those two lakes.

Cole Loewen reviewed the flow charts for fertilizer field trial, Kimball Stormwater Phase II, and Kingston Wetland grants.

Motion #WS12-3-7: Motion Kampa, seconded by Drewes, to adjourn the meeting. All Managers voted aye.
