Board of Managers Meeting
May 9th, 2012 - 7:00PM
Annandale Middle School, Annandale, MN

Chair Schiefelbein called the regular meeting to order at 7:00pm. Manager's Dave Wagner, Mark Kampa, Ben Drewes, Jerry Risberg, and Bob Schiefelbein were present. Others in attendance were Engineer Norm Wenck, Russ Anderson, Meeker County Commissioner Wally Strand, Orv Jonsrud, Joe Jacobs, Cole Loewen, Administrator Merle Anderson, and Assistant Administrator Dennis Loewen.

Motion #12-5-1: Kampa, seconded by Risberg, made a motion to adopt the Agenda. All Managers voted aye.

Motion #12-5-2: Kampa, seconded by Drewes, made a motion to adopt the Consent Agenda. All Managers voted aye.

Motion #12-5-3: Kampa, seconded by Wagner, made a motion to pay bills, including 15 transactions for a total disbursement of $33,183.66. All Managers voted aye.

Engineer Wenck and Assistant Administrator Loewen distributed and reviewed the status of the Kimball Phase II Stormwater Abatement Plan.

Engineer Wenck and Assistant Administrator Loewen distributed and reviewed the status of the Kingston Wetland Rejuvenation Plan.

Assistant Administrator Loewen announced that the 2011 CRWD Audit should be complete and ready for review at the May 23, 2012 CRWD Work Session. He also prepared a policy that outlines the CRWD Fund Balance Reporting and Governmental Fund Definitions.

Motion #12-5-4: Kampa, seconded by Drewes, made a motion to adopt CRWD Policy 2012-1, titled "CRWD Fund Balance Reporting and Governmental Fund Definitions." All Managers voted aye.

CRWD staff distributed a list of proposed CRWD projects to be included in the Biennial Budget Report for the Board of Water and Soil Resources. This list will be further defined at the next CRWD Work Session.

The School Section Outlet Maintenance Assessment Roll was discussed.

Assistant Administrator Loewen reported that the rough fish trap has been installed at Segner Ponds and the gates on the Hwy 55 fish trap have been raised to allow debris flow-through.

Orv Jonsrud, Cedar Lake Conservation Club Vegetation Committee Chair, reported that six acres of Cedar Lake were treated for Curly Leaf Pondweed.

Manager Drewes, Lakes Louisa and Marie Vegetation Committee Chair, indicated that 34 acres of these lakes were treated for Curly Leaf Pondweed.

Cole Loewen presented a work order from the Elk River Watershed Association on behalf of the Mississippi/St. Cloud Major Watershed Restoration and Protection Project.

Motion #12-5-5: Kampa, seconded by Wagner, made a motion to authorize Work Order #C05/07/12-1 in the amount of $80. All Managers voted aye.

Motion #12-5-6: Kampa, seconded by Wagner, made a motion to adjourn. All Managers voted aye.
