Board of Managers Meeting
June 27, 2012 - 7:00PM

Chair Schiefelbein called the CRWD Work Session to order at 7:00pm. Manager's Mark Kampa, Jerry Risberg, Ben Drewes, and Bob Schiefelbein were present. Manager Dave Wagner was absent. Also in attendance were Brian Koski, Jeff Hagg, Cole Loewen, Assistant Administrator Dennis Loewen, and Administrator Merle Anderson.

Motion #WS12-6-1: Motion Kampa, seconded by Drewes, to adopt the Agenda. All Managers voted aye.

Assistant Administrator Loewen reported that he had received correspondence from Manager Dave Wagner that Mr. Wagner has submitted his resignation as a manager of the CRWD.

Brian Koski, Septic Check, Inc. presented and reviewed the Annual Report for the Hidden River, Clearwater Harbor, and Restawhile Wastewater Treatment facilities. That report included pump flow calculations, upgrades to the battery back-up, and controls. Mr. Koski will develop a maintenance and upgrade plan for all systems for the managers' to consider.

Motion #WS12-6-2: Motion Risberg, seconded by Kampa, to enter into a three-year service contract with Septic Check, Inc. at $21,900 per year. All Managers voted aye.

Brian Koski left the meeting at 8:20pm.

Assistant Administrator Loewen distributed the 2013 CRWD Proposed Budget for manager review.

Motion #WS12-6-3: Motion Drewes, seconded by Risberg, to pay bills with total disbursements of $10,336.14, totaling 10 checks. All Managers voted aye.

The CRWD Managers' reviewed a technical memorandum from Wenck Associates, Inc. that outlined the status of Cedar, Albion, Swartout, and Henshaw Lakes Improvement Project 06-1. The manager's suggested that all 2011 and to date 2012 Water Quality Monitoring Data be included in the memorandum and that the following suggestions be made to the Cedar Lake Conservation Club:

  1. Continue rough fish management, monitoring, and seek buffer sites along open water.
  2. Consider treating Swartout Lake discharge with Alum.
  3. Ecological management of Henshaw, Albion, and Swartout Lakes.
  4. Install a wetland treatment system in-stream north of Highway 55.

Wenck Associates, Inc. will revise the memorandum to reflect these suggestions.

Jeff Hagg left the meeting at 8:50pm.

Assistant Administrator Loewen indicated to the Board that:

  1. 16,000 pounds of carp were removed in 2012 from Segner Ponds at a cost of 16 cents/pound.
  2. Mr. Loewen met with representatives of the city of Annandale, Annandale School District, and Wright Soil and Water Conservation District. This meeting was called to consider funding opportunities for the Water Quality Improvement and Recreational Use of the former city of Annandale Wastewater Treatment Site.
  3. Distributed the biennial budget request.

Motion #WS12-6-4: Motion Kampa, seconded by Drewes, to submit the CRWD Biennial Budget Request to the Minnesota Board of Water and Soil Resources. All Managers voted aye.

Motion #WS12-6-5: Motion Kampa, seconded by Drewes, to adjourn the meeting. All Managers voted aye.
