WORK SESSION OFFICIAL MINUTES
Clearwater River Watershed District
Board of Managers Meeting
August 22, 2012 - 7:00PM
Kimball City Hall, Kimball, MN

Chair Schiefelbein called the CRWD Work Session to order at 7:00pm. Manager's Mark Kampa, Jerry Risberg, and Bob Schiefelbein were present. Also in attendance were Kathy Jonsrud, Mike Hankee, Bill Arendt, Cole Loewen, Assistant Administrator Dennis Loewen, and Administrator Merle Anderson.

Motion #WS12-8-1: Motion Kampa, seconded by Risberg, to adopt the Agenda including a Presentation by Cedar Lake Conservation Club members. All Managers voted aye.

Kathy Jonsrud presented a request of the CRWD to instruct Wenck Associates, Inc. to develop a grant application for a proposed project called Old Highway 55 that consists of a wetland treatment area and a notch weir with sand and iron filter. Mike Hankee and Bill Arendt concurred.

Motion #WS12-8-2: Motion Risberg, seconded by Kampa, to instruct Wenck Associates, Inc. to develop a grant application for a proposed project called Old Highway 55. All Managers voted aye.

Kathy Jonsrud, Mike Hankee, and Bill Arendt left the meeting at 7:25pm.

Assistant Administrator Loewen distributed and reviewed the 2013 CRWD Budget Hearing notice.

Assistant Administrator Loewen and Cole Loewen suggested that an amendment be authorized to amend Amendment #2 of the Rules and Regulations for Sewer Systems.

Motion #WS12-8-3: Motion Kampa, seconded by Risberg, to authorize an amendment to Amendment #2 of the Rules and Regulations for Sewer Systems to read, "A late fee of $10 will be added to each account for each calendar quarter an account enters and remains in delinquency." All Managers voted aye.

Motion #WS12-8-4: Motion Kampa, seconded by Risberg, to pay bills with total disbursements of $2,296.12, totaling seven checks. All Managers voted aye.

Assistant Administrator Loewen reviewed the following:

  1. Vegetation survey for Albion, Swartout, and Henshaw Lakes.
  2. Conservation Corps MN River Bank Stabilization Progress.
  3. Manager Schiefelbein and Manager Kampa Reappointment as CRWD Managers.
  4. CRWD Advisory Committee Minutes.
  5. Upcoming Meeting with Canadian Pacific Railroad Staff.
  6. Fertilizer Field Trial Flyer.

Motion #WS12-8-5: Motion Kampa, seconded by Risberg, to authorize vegetation survey on Albion, Swartout, and Henshaw Lakes. All Managers voted aye.

Motion #WS12-8-6: Motion Risberg, seconded by Kampa, to send a letter supporting Wright County and Stearns County joint effort to develop a no-wake ordinance for CRWD border lakes. All Managers voted aye.

Cole Loewen reported that the assessment database has been developed for Clearwater Lake Bog Fund. He has also updated property ownership on the database.

Motion #WS12-8-7: Motion Kampa, seconded by Risberg, to purchase a folding machine for District use. All Managers voted aye.

Administrator Anderson proposed the following CRWD Advisory Committee assignments:

  1. Become familiar with Project 06-1 maintenance efforts.
  2. Be kept aware of the status of the Old Highway 55 Project.
  3. Be made aware of the CRWD three top priorities of activities.

Motion #WS12-8-8: Motion Kampa, seconded by Risberg, to adjourn the meeting. All Managers voted aye.
