Board of Managers Meeting
September 12th, 2012 - 7:00PM
Annandale Middle School, Annandale, MN

Chair Schiefelbein called the regular meeting to order at 7:00pm. Managers Jerry Risberg and Bob Schiefelbein were present. Manager Mark Kampa was absent. Others in attendance were Meeker County Commissioner Wally Strand, Jeff Golden, Orv Jonsrud, Norm Wenck, Cole Loewen and Administrator Merle Anderson.

Motion #12-9-1: Risberg seconded by Schiefelbein, made a motion to adopt the Agenda.All Managers voted aye.

Motion #12-9-2: Risberg, seconded by Schiefelbein made a motion to cast a unanimous ballot to elect Manager Schiefelbein as Chair, Manager Risberg as Vice Chair and Manager Kampa as Treasurer for one year. All Managers voted aye.

Cole Loewen reviewed the proposed 2013 CRWD budget, levy and assessments.

Motion #12-9-3: Schiefelbein, seconded by Risberg, made a motion to close the 2013 CRWD Budget Hearing. All Managers voted aye.

Motion #12-9-4: Risberg, seconded by Schiefelbein, made a motion to adopt the 2013 CRWD budget. All Managers voted aye.

Motion #12-9-5: Risberg, seconded by Schiefelbein, made a motion to adopt the 2013 CRWD Levy, 2013 CRWD Utility Rates and set November 30, 2012 as a date to certify delinquent utility accounts to County Auditors. All Managers voted aye.

Motion #12-9-6: Risberg, seconded by Schiefelbein, made a motion to adopt the consent agenda. All Managers voted aye.

Motion #12-9-7: Risberg, seconded by Schiefelbein, made a motion to pay bills of $25,251.95 in 19 payments. All Managers voted aye.

Engineer Wenck reported that the Technical Evaluation Panel has met to evaluate the Kingston Wetland Renovation Plan. An Environmental Assessment Worksheet will be completed. Engineer Wenck expects to have the specifications for the renovation ready in October 2012, with plans to seek construction bids in November 2012.

Motion #12-9-8: Risberg, seconded by Schiefelbein, made a motion to seek quotes for a land survey of the Kingston Wetland Easement Boundary. All Managers voted aye.

Engineer Wenck reviewed the meeting, and conditions put forth by the Canadian Pacific Railroad staff as it relates to Kimball Storm Water Phase II effort.

Motion #12-9-9: Risberg, seconded by Schiefelbein, made a motion for the CRWD to agree to the conditions requested by the Canadian Pacific Railroad staff for Kimball Storm Water Phase II effort. All Managers voted aye.

Engineer Wenck explained that both the Old Hwy 55 Wetland/Fish Barrier/Notch Weir and the Swartout Lake Fish Barrier/Notch Weir should be included in the Grant Application for funding from the Board of Water and Soil Resources.

Discussion took place regarding the fact that the Cedar Lake Conservation Club had considered requesting funding for both efforts. However, the Club chose to seek funding for the Old Hwy 55 portion only.

Motion #12-9-10: Risberg, seconded by Schiefelbein, made a motion to submit a Grant Application to the Board of Water and Soil Resources for the Old Hwy 55 Wetland/Fish Barrier/Notch Weir and Swartout Lake Fish Barrier/Notch Weir. All Managers voted aye.

Motion #12-9-11: Risberg, seconded by Schiefelbein, made a motion to authorize signature of aeration permits. All Managers voted aye.

Motion #12-9-12: Risberg, seconded by Schiefelbein, made a motion to set the date of October 24, 2012, 7:00 p.m. at the Kimball City Hall for a Delinquent Utility Account Public Hearing. All Managers voted aye.

Motion #12-9-13: Risberg, seconded by Schiefelbein, made a motion to not waive monetary limits on Tort Liability. All Managers voted aye.

Cole Loewen reviewed the following:

  1. Septic Check Monthly Service and Sampling Report.
  2. MAWD Resolution and Reward process notice.
  3. Water Quality monitoring sampling will soon be completed for 2012.
  4. Vegetation Survey on Henshaw, Albion and Swartout Lakes has been completed.
  5. BWSR Academy Registration
  6. Folding Machine has been ordered at a cost of $600.00.

Motion #12-9-14: Risberg, seconded by Schiefelbein, made a motion to authorize registration for the BWSR Academy for Cole Loewen and Assistant Administrator Dennis Loewen. All Managers voted aye.

Motion #12-9-15: Risberg, seconded by Schiefelbein, made a motion to pay one half of the bog removal cost recently incurred by the Clearwater Lake Property Owners Association, understanding that the Clearwater Lake Property Owners Association has already paid one half of the bog removal cost with the amount of cost incurred paid for by the CRWD will be charged to the Clearwater Lake Bog Fund for which an assessment has been established. All Managers voted aye.

Motion #12-9-16: Risberg, seconded by Schiefelbein, made a motion to adjourn. All Managers voted aye.
