WORK SESSION OFFICIAL MINUTES

Board of Managers Meeting
October 24, 2012 - 7:00PM
Kimball City Hall, Kimball, MN

Chair Schiefelbein called the CRWD Work Session to order at 7:00pm. Manager's Mark Kampa, Jerry Risberg, Mary Ellen Wells, and Bob Schiefelbein were present. Also in attendance were Denny Plamann, Morgan Plamann, Jeff Golden, Pat Armitage, Cole Loewen, Assistant Administrator Dennis Loewen, and Administrator Merle Anderson.

Motion #WS12-10-1: Motion Kampa, seconded by Wells, to adopt the Agenda. All Managers voted aye.

Motion #WS12-10-2: Motion Kampa, seconded by Risberg, to rescind that part of the vote of September 10, 2012, which elected Kampa Treasurer of the CRWD. All Managers voted aye.

Motion #WS12-10-3: Motion Risberg, seconded by Kampa, to cast a unanimous ballot electing Mary Ellen Wells as Treasurer and Mark Kampa as Secretary of the CRWD, each for one year. All Managers voted aye.

Chair Schiefelbein called a public hearing to order to consider delinquent utility accounts.

Assistant Administrator Loewen distributed a list of delinquent utility accounts.

Danny Plamann requested that his quarterly fee for sewer service at Wandering Ponds Development should be lowered because he has not developed or used the three lots he owns in that development.

Motion #WS12-10-4: Motion Kampa, seconded by Risberg, to close the public hearing. All Managers voted aye.

No action was taken to lower Mr. Plamann's quarterly fee for sewer service.

Pat Armitage requested that assessments against one of two lots that she owns be removed as one of the lots is unbuildable.

Danny and Morgan Plamann left the meeting at 7:45pm.

Motion #WS12-10-5: Motion Risberg, seconded by Wells, to remove assessments on PID 09058740012, owned by Pat Armitage. All Managers voted aye.

Pat Armitage left the meeting at 7:55pm.

Motion #WS12-10-6: Motion Kampa, seconded by Risberg, to pay bills totaling $11,953.35 in 13 payments. All Managers voted aye.

Assistant Administrator Loewen distributed a map showing the easement area of the Kingston Wetland.

Motion #WS12-10-7: Motion Kampa, seconded by Wells, to proceed with developing legal descriptions for property within the Kingston Wetland Easement area. All Managers voted aye.

Assistant Administrator Loewen reviewed the following:

  1. Assessment receipts totaling $91,495.41.
  2. Reclassification of property on Lake Augusta.
  3. 253 Battle Road sewer hook-up is complete.
  4. Stop Log at Swartout Lake Outlet is to be removed soon by DNR.
  5. Targeted Fertilizer Program sign up is excellent.

Motion #WS12-10-8: Motion Kampa, seconded by Risberg, to consider parcels 217-053000010, 001050, 002080 and 002090 on Lake Augusta as one for assessment purposes. All Managers voted aye.

Motion #WS12-10-9: Motion Kampa, seconded by Risberg, to designate Roth Insurance Agency as the CRWD insurance agent and indicate that Managers are employees. All Managers voted aye.

Motion #WS12-10-10: Motion Kampa, seconded by Risberg, to authorize signature of fish barrier easements. All Managers voted aye.

Motion #WS12-10-11: Motion Kampa, seconded by Wells, to conduct public hearing for rule change for delinquent utility account fees and penalties. All Managers voted aye.

Motion #WS12-10-12: Motion Kampa, seconded by Risberg, to cancel November and December Work Sessions. All Managers voted aye.

Motion #WS12-10-13: Motion Kampa, seconded by Wells, to adjourn the meeting. All Managers voted aye.
