Board of Managers Meeting
December 12th, 2012 - 7:00PM
Annandale Middle School, Annandale, MN

Chair Schiefelbein called the regular meeting to order at 7:00pm. Managers Jerry Risberg, Mark Kampa, Mary Ellen Wells and Bob Schiefelbein were present. Others in attendance were Meeker County Commissioner Wally Strand, Jeff Golden, Rebecca Kluckhohn, Assistant Administrator Dennis Loewen, Cole Loewen and Administrator Merle Anderson.

Motion #12-12-1: Kampa seconded by Wells, made a motion to adopt the Agenda. All Managers voted aye.

Chair Schiefelbein called a Public Hearing to order to consider a proposed change to Amendment #2 of the CRWD rules. The Public Hearing was not held due to lack of comment period.

Manager Wells reported on her attendance at the New Manager Orientation at the MN Association of Watershed Districts Conference. Her comments included gaining an understanding of the role of Watershed District Manager, Board of Water & Soil Resources role, conflict of interest, open meeting law, Watershed Management Plan Review, emphasizing ground water protection in the future.

Motion #12-12-2: Kampa, seconded by Risberg, made a motion to approve the Consent Agenda. All Managers voted aye.

Motion #12-12-3: Kampa, seconded by Risberg, made a motion to pay bills of $31,313.08 in 24 payments. All Managers voted aye.

Engineer Kluckhohn indicated that the Environmental Assessment Work Sheet for the Kingston Wetland Renovation has been completed. CRWD staff met with the Department of Natural Resources staff on December 7, 2012, and a permit from that department is expected within a week. Meeker County Board of Commissioners will meet December 18, 2012 to consider the need for an environmental impact statement for the Kingston Wetland Renovation.

Motion #12-12-4: Kampa, seconded by Wells, made a motion to authorize CRWD Chair and staff to proceed with construction documents and call for bids to construct the Kingston Wetland Renovation after the Meeker County Commissioners meet regarding the need for an environmental impact statement and permit confirmation from the Department of Natural Resources. All Managers voted aye.

Assistant Administrator Loewen reminded the Board that the Kimball School Board will meet December 19, 2012 to consider conditions for the Kimball Storm Water Phase II project.

Engineer Kluckhohn informed the Board that the Meierhofer Notch Weir has been constructed.

Assistant Administrator Loewen anticipates notification from the Board of Water and Soil Resources that the CRWD grant application for water quality improvement on Swartout Lake and above Cedar Lake near the Old Hwy 55 soon. The projected grant is $277,900.00 with a local match of $70,000.00.

Motion #12-12-5: Wells, seconded by Risberg, made a motion to authorize Elk River Watershed Association Work Order #C12/01/12-1 in the amount of $240. All Managers voted aye.

Assistant Administrator Loewen presented the following:

  1. Septic check has completed all maintenance including carbon filters and reporting for the Clearwater Harbor and Hidden River sewer systems.
  2. 4,700 acres have been signed up for the targeted fertilizer program.
  3. Distributed report on assessments received to date.

Cole Loewen suggested that the Board conduct a Strategic Planning Meeting in 2013 and review the insurance liability cost allocations at the next Work Session.

All people in attendance thanked County Commissioner Wally Strand for his contribution and service to Meeker County and the Clearwater River Watershed District.

Jeff Golden indicated that he appreciated the tour of the CRWD, which helps him as an Advisory Committee Member gain a better understanding of CRWD activities.

Motion #12-12-6: Kampa, seconded by Risberg, made a motion to adjourn. All Managers voted aye.
