Clearwater River Watershed District
Board of Managers Meeting
March 13th, 2013 - 7:00PM
Annandale Middle School, Annandale, MN

Chair Schiefelbein called the regular meeting to order at 7:00PM. Managers Mark Kampa, Bob Schiefelbein and Mary Ellen Wells were present. Manager Jerry Risberg was absent. Others in attendance were Wright County Commissioner Christine Husom, Jeff Golden, Orv Jonsrud, Engineer Norm Wenck, Assistant Administrator Dennis Loewen, Cole Loewen and Administrator Merle Anderson.

Cole Loewen displayed via Power Point the Kingston Wetland Construction activities.

Assistant Administrator Loewen reviewed the following:

  1. The Chain of Lakes Association has requested regular updates on CRWD activities.
  2. Fencing at Kingston Wetland
  3. Annandale Expo April 13, 2013 CRWD work schedule whereby Manager Schiefelbein and Dennis Loewen will set up the CRWD booth and be present until 10:30 am when Managers Wells, Kampa and Risberg will attend the booth until 1:00pm.

Cole Loewen reported on the March 7, 2013 Mississippi River St. Cloud Watershed Community Open House. The 57 people that were in attendance were presented Mississippi River Watershed information and asked for their input. Attendees indicated that local units of Government are the solution to water quality issues and they realize that we are all part of the issue and need to be part of the solution to water quality issues.

Manager Wells arrived at 7:34 pm.

Motion #13-03-1: Kampa, seconded by Wells, made a motion to adopt the Agenda. All Managers voted aye.

Motion #13-03-2: Kampa, seconded by Wells, made a motion to adopt the Consent Agenda. All Managers voted aye.

Motion #13-03-3: Wells, seconded by Kampa, made a motion to pay bills of $41,688.71 in 14 payments. All Managers voted aye.

Motion #13-03-4: Wells, seconded by Kampa, made a motion to adopt a Change Order for the Kingston Wetland Construction by deleting Bid Item #19 of $3,500 and inserting Removal and Disposal of a 51 x 25' culvert at a cost of $468.75. All Managers voted aye.

Motion #13-03-5: Kampa, seconded by Wells, made a motion to order Engineer to prepare Technical and Cost Specifications Report for amending Project 06-1 at a cost of under $2,000. All Managers voted aye.

Assistant Administrator Loewen reviewed the following:

  1. Fish barrier repair options at the Outlet of Swartout Lake.
  2. Septic Check will present their annual report for wastewater treatment systems at the April 24, 2013 CRWD Work Session.
  3. Project 06-1 O&M Assessment Report
  4. MN Dept. of Agriculture report on their water quality improvement efforts.

Cole Loewen announced that the CRWD Advisory Committee will meet on March 19, 2013.

Engineer Wenck reviewed the Kimball Phase II Storm Water Management Effort. He also indicated that samplers have been ordered for the Water Quality Monitoring in the Fertilizer Program area.

Administrator Anderson relayed the following:

  1. Preparations for a meeting with residents who own property in the Old Hwy 55 project area have begun.
  2. Distributed the revised draft CRWD By-laws
  3. Request for comments regarding the Meeker County Water Plan Revision.
  4. Suggested April 24, 2013 4-6 pm as a date and time for the CRWD Strategic Plan Meeting.

Motion #13-03-6: Kampa, seconded by Wells, made a motion to set April 24, 2013 4-6 pm as a date and time for the CRWD Strategic Plan Meeting. All Managers voted aye.

Manager Kampa requested that aerators be activated this spring. Engineer Wenck and CRWD Staff will continue to pursue this matter.

Manager Wells expressed concern for the relationship between irrigation and private water wells.

Motion #13-03-7: Kampa, seconded by Wells, made a motion to Adjourn. All Managers voted aye.
